Matthew is head of TLT’s Licensing team.

Matthew is a Trustee (and Companion) of the British Institute of Inn Keeping, legal officer for the Welsh region of the Institute of Licensing and former secretary to the All Party Welsh Assembly Food and Drink group.

Matthew is independently recognised as a “Star Individual” by Chambers UK and is recognised within the Legal 500’s Hall of Fame.

The team act for substantial estates, pub companies, hotels, music festivals, restaurants, retailers, developers and other leisure operators, as well as local authorities. Matthew is a regular speaker at national licensing conferences and has presented at the annual national Institute of Licensing Conference, as well as numerous other events, to local authority officers and other key stakeholders, for many years.

Matthew has presented and defended many hundreds of applications before local licensing authorities and Magistrates Courts. With regulation and compliance a significant licensing issue, Matthew advises clients on the setting up of robust due diligence systems as well as advice following enforcement, review and prosecution.

Matthew and the team have provided all clients with significant update information on the fast changing Covid situation, covering regulations, guidance, tiering, enforcement etc.

TLT’s Bristol office fields an ‘incredibly knowledgeable licensing team across the UK’, and the group is consequently instructed by notable pubs, restaurants, bars, nightclubs, brewers, hotels, visitor attractions, conference venues, galleries, theatres, and retailers running the length and breadth of the country. Practice head Matthew Phipps is described by one client as ‘sharp, practical and impressive’. Ewen Macgregor provides strategic and policy advice on all aspects of licensing, including in relation to acquisitions and developments, as well as handling enforcement mandates, and assisting with the maintenance of large licensed estates. TLT is instructed by a varied roster of clients with a national presence, including major pub, restaurant and hotel chains, often working on large-scale licensing applications. Matthew Phipps heads up the team, splitting his time between London and Bristol, and is highlighted for his experience of representing clients in licence hearings (including summary reviews following crime and disorder at licensed premises). Piers Warne and Ewen Macgregor are also key team members, acting for a range of hospitality clients and assisting with some of the country’s largest premises licence applications, as well as advising on regulatory changes relating to ‘Martyn’s Law’.
