Counselor Abdelraouf El Bekei is a Partner at Sharq Law Firm and Head of the Litigation and Dispute Resolution team. A former Judge of the Court of Cassation—Qatar’s highest court—and Vice President of the Court of Appeal, he brings more than four decades of experience across the judiciary, government, and private practice. His judicial background affords him unique authority on Qatari procedural law and deep insight into how complex disputes are assessed and resolved by the courts.

Counselor El Bekei advises on high-value litigation, international arbitration, and regulatory disputes across sectors including infrastructure, energy, and public procurement. He is regularly appointed as an independent legal expert on Qatari law in international arbitration proceedings, including treaty-based and investor-state matters. Earlier in his career, he served as Attorney-General of the Ismailia Governorate in Egypt and held senior prosecutorial and judicial roles in both Qatar and Egypt.

He is frequently instructed on sensitive civil, commercial, and criminal matters before the Qatari courts, particularly those involving enforcement, government-related disputes, and cross-border elements.

Selected Experience:

  • Representing four respondents in a USD 58 million DIAC arbitration seated in Cyprus concerning multi-contract infrastructure disputes.
  • Lead counsel in a QAR 400 million ICC arbitration seated in London involving a major Qatari transport project.
  • Chaired arbitral panels on multi-jurisdictional commercial disputes involving GCC-based contractors and developers.
  • Advised on civil and criminal liability issues arising from alleged procurement irregularities in a government-backed project.
  • Represented a GCC-based energy company in domestic litigation concerning regulatory and contractual claims under Qatari law.

Counselor El Bekei is a certified arbitrator with QICCA and CRCICA and a member of national legislative committees in Qatar. He is fluent in Arabic and proficient in English.
