Jay Chong, general manager – APAC, Lineal Services
Jay Chong is the General Manager for Lineal in the APAC region. He brings over 20 years of experience in technology and consulting, specialising in electronic discovery matters and digital investigations. Mr. Chong’s areas of expertise are digital investigation and eDiscovery matters, focusing on fraud, intellectual property, regulatory investigations, and disputes. He has worked with clients in various industries, including banking and financial services, technology and telecommunications, manufacturing, pharmaceuticals, energy and utilities, retail and consumer goods, as well as regulatory bodies.
Additionally, Mr. Chong has extensive experience in managing cross-border digital investigation and eDiscovery matters, particularly in Asia. He frequently advises corporations and law firms on eDiscovery best practices and compliance with local regulations concerning sensitive data. Mr. Chong also possesses experience in managing eDiscovery and digital investigation matters in global regulatory investigations involving the U.S. Foreign Corrupt Practices Act (FCPA) and Chinese anti-corruption regulatory bodies, as well as U.S. litigation and arbitrations.
Among Mr. Chong’s notable assignments include overseeing a large-scale eDiscovery for a cross-border FCPA investigation of a U.S. pharmaceutical company, covering 250 custodians with 500 electronic devices located across 14 cities in China. He has also successfully managed high-profile IP disputes for Chinese technology companies, including deploying an onsite eDiscovery solutions at client premises and handling 6TB of data from processing and exporting stages to on-site review.
Previously, Mr. Chong held the position of Senior Director at a global leading Consulting Company’s Forensic Technology Group, and prior to that he served as the Head of Forensics at a global leading eDiscovery company in Asia. He holds a bachelor’s degree in Computer Information Systems from the Western Michigan University Haworth College of Business. Mr. Chong is certified as an EnCase Certified Examiner (EnCE), AccessData Certified Examiner (ACE), and Certified Fraud Examiner (CFE). He is fluent in English, Mandarin, and Cantonese.
Ray Liu, partner, Dorsey & Whitney
Ray Liu is a Global Partner and the Head of Dorsey’s Beijing Office. He is qualified to practice in the State of New York, and has achieved the PRC’s legal professional qualification and Securities Practitioner Qualification.
Ray concentrates on international and commercial litigations and arbitrations, primarily those involving cross-border and extraterritorial disputes. His practice areas also include cross-border M&A, PE investments, technology commerce, intellectual property rights, foreign direct investment, general corporate and employment matters, financial services, banking, and insurance laws as well as cybersecurity, data privacy, and regulatory compliance.
Before joining Dorsey, Ray worked for the Legal Department at the New York Branch of a major Chinese bank, focusing in the areas of financial projects, U.S. bank regulation, litigation management, legal processing, trademark, and fraud investigation.

Jennifer is Vice President of Business Development (APAC) at Lineal, a multilingual eDiscovery practitioner with 12+ years of experience managing high-stakes projects for global corporations and elite law firms across the Asia-Pacific region.As a trusted eDiscovery advisor on cross-border disputes and internal/regulatory investigations, she has successfully directed complex eDiscovery projects for Fortune 500 companies,international and PRC law firms, and Chinese enterprises expanding globally. Jennifer is recognized for her strategic approach in high-pressure scenarios, coordinating cross-functional teams to deliver legally defensible, cost-efficient, and compliance-ready solutions, particularly for matters involving sensitive data and multiple jurisdictions.
Native in Mandarin, fluent in English and Cantonese, Jennifer effectively aligns international best practices with local legal technology requirements, ensuring clients achieve optimal outcomes in contentious and investigative matters.
Prior to joining Lineal, Jennifer served as Client Executive Director and China Executive Sponsor for a leading global eDiscovery provider, where she played a pivotal role in advising clients on cross-border discovery strategies for complex disputes, litigation, and regulatory investigations.
