Clifford Chance’s ‘solid and pragmatic team’ is led by the ‘knowledgeable’ Juan José Lavilla. The practice is currently advising Iberdrola on appeals related to the payment of Spain’s tariff deficit, as well as on other regulatory matters concerning hydroelectric installations.

Cuatrecasas houses a large fully-dedicated practice group led by Luis Pérez de Ayala and Yolanda Guerra. Headline work saw the team act for Bombardier in a legal challenge to Renfe’s bid specifications for its €2.64bn high-speed train, civil-supply and maintenance contract. Albert Raventós is recommended.

A ‘visible player in the public law sector’, Garrigues fields a sizeable team – led by Alfredo Fernández Rancaño – that is respected for its expertise and appropriate advice. Recent mandates include advising The Children Investment Fund (TCI) on regulatory matters pertaining to a loan agreement with AQUALIA, and legal due diligence relating to a PPP tendered by the University of Barcelona for the construction of a new facilities. Miguel Loya del Río, Javier Manchado de Armas and David Arias Guedón are also key members of the team.

Gómez-Acebo & Pombo Abogados’ public law practice earns praise for its ‘outstanding and pertinent advice’, ably complemented by the firm’s other departments. The practice advised Badajoz City Council on all legal matters relating to the licitation process for the construction and operation of a public parking facility with a multimillion-euro value. Head of department Carlos Vázquez and Juan Alfonso Santamaría are both recommended.

Commended for its solid legal knowledge, the team at Uría Menéndez recently advised airport management group AENA (majority owned by the public air navigation authority, ENAIRE) in relation to the drafting and approval of the ‘DORA’ norms governing Spanish airport regulation. Mariano Magide leads the team, and José Miguel Fatás and Jesús Remón are also noted for their expertise.

Allen & Overy is ‘well versed’ in administrative and regulatory matters and the practice has a particular emphasis on infrastructure, public procurement, transport, energy and TMT matters. ‘Notable practitioner’ Pablo Mayor leads the team.

Baker McKenzie’s team assisted Facebook’s Oculus VR on compliance matters concerning the regulatory issues related to the launch of virtual-reality platform Gear VR. Xavier Junquera, Pablo Dorronsoro and of counsel Pep Bruguera are the key names.

CMS Albiñana y Suárez de Lezo’s 12-lawyer team provides ‘sophisticated advice’ and its public-law expertise in the regulated sectors is ‘highly-regarded’ by clients. Jaime Almenar, Javier Torres de Silva, María Guinot and Curra Munuera are recommended.

Santiago Garrido leads the practice at Hogan Lovells International LLP, which receives praise for its expertise, particulary in relation to environmental aspects of the sector. Lucas Osorio is also noted.

Led by José Giménez, Linklaters’ team continues to consolidate its market presence, participating in a number of big-ticket M&A deals and infrastructure projects with significant public law apects.

Pérez-Llorca advised AENA in Supreme Court proceedings concerning aviation-generated noise pollution over residential areas, obtaining the suspension of the enforcement of a resolution which would impact significantly on the operational capacity of Madrid’s Barajas Airport. José Ramón de Hoces and Juan Manuel Rodríguez lead the practice.

Ramón y Cajal Abogados fields an experienced team of lawyers, many of whom have held positions in the public sector. Recent matters include advising the National Association of Generic Medicines (AESEG) and other pharmaceutical bodies, on administrative proceedings against the Autonomous Government of Andalusia. José Ignacio Vega is the name to note.

Broseta Abogados acts for private bodies and state entities on public law instructions, for which it can draw on the extensive experience working in the public sector of many of its lawyers.

DLA Piper LLP advises clients including Caixabank, BBVA and Banco Santander on public law matters.
