The Law Firm of AlSalloum and AlToaimi in association with White & Case LLP has been involved in many energy and social infrastructure projects, acting for international lenders. The firm has also advised Saudi Aramco on a series of power projects including the Fadhili project and the Riyadh PP11 independent power project. Doug Peel is the key name.

Project finance is a core focus at Legal Advisors, Abdulaziz I. Al-Ajlan & Partners in Association with Baker McKenzie Limited, with Julie Alexander praised as being a leading practitioner in the field. The firm recently advised on infrastructure projects, mainly acting for lenders; it assisted Banque Saudi Fransi, The Saudi British Bank and Arab National Bank with a high-value facility to Joannou & Paraskevaides for two government projects. George Sayen is well regarded for his corporate expertise in the space.

Clifford Chance LLP in association with Abuhimed Alsheikh Alhagbani Law Firm (AS&H) is active in project finance, handling restructurings and multibillion-dollar financings. It has a strong lender practice and recently acted for a range of banks during the $4.7bn financing of Yanbu Aramco Sinopec Refining Company. Mohamed Hamra-Krouha is the key contact. Abdulaziz Al-Abduljabbar retired in early 2016.

King & Spalding in affiliation with the Law Office of Mohammad Al-Ammar has been active across various projects, particularly PPPs. Historically the firm has acted in some of the largest power projects, while recently the group assisted developer Jeddah Economic City Company with the SAR3.6bn financing of the Jeddah Economic City Project, which will include one of the tallest towers in the world; Zaid Al Farisi led the advice. Dubai-based Leroy Levy and Abu Dhabi-based Tim Burbury are also well regarded.

Drawing on its excellent reputation in project finance, Khoshaim & Associates in cooperation with Allen & Overy LLP recently acted for Ma’aden Phosphate Company as the borrower of a $3bn two-tranche murabaha facility. Julian Johansen and Zeyad Khoshaim lead the practice, which has also advised Saudi Aramco Base Oil Company and Jabal Omar Development Company.

Experienced in power and infrastructure projects, Law Firm of Hassan Mahassni In association with Dechert LLP has worked on large IPPs, industrial complexes and transport facilities. Rahul Goswami is the key name.

The practice at Hatem Abbas Ghazzawi & Co. is led by Ali Abedi, who has been acting as Saudi counsel to lenders including Mizuho Bank, SMBC and Bank of Tokyo during the financing of the Jizan Air Separation Unit. It has also recently handled residential developments and several power plant projects.

At Law Office of Mohanned bin Saud Al-Rasheed in association with Baker Botts L.L.P., bank-side highlights included acting for Riyadh Bank during its $550m financing of the expansion of Luberef base oil refinery. Dubai-based Sofia Sattarova leads the practice and advises on development-related matters. Stephen Matthews is recommended for project finance.

Recent highlights at Law Office of Salman M. Al-Sudairi in association with Latham & Watkins LLP include acting for Ma’aden Phosphate Company on its refinancing and advising Alinma Bank on the SAR3.6bn Islamic financing of the Jeddah Economic City project. Dubai partner Craig Nethercott is recommended.

DLA Piper Saudi Arabia focuses on power projects and transport infrastructure, where senior consultant Keith Bullen advises on the corporate aspects. The team is acting for Saudi Electricity Company on its $3bn joint venture with Saudi Aramco to develop the Fadhili Cogeneration Facility. Other mandates include assisting with the King Abdullah Port project and the Layla Al Aflaj solar power plant. Finance partner Paul Latto joined from Clifford Chance LLP in association with Abuhimed Alsheikh Alhagbani Law Firm (AS&H).

In one of several recent transport-related mandates, Faisal Adnan Baassiri Law Firm in association with Ashurst LLP advised on the public procurement aspects of the $22.5bn Riyadh metro project. Faisal Baassiri and Dubai-based Joss Dare are the names to note.

Hammad Al-Mehdar & Co in alliance with Simmons & Simmons LLP focuses on project finance work and is currently acting for lenders in large-scale transport and real estate projects. Ahmed Butt leads the team.

Led by Looaye Al-Akkas, the Riyadh team of The Law Office of Looaye M. Al-Akkas in Association with Vinson & Elkins LLP is best known for advising energy companies on corporate matters. Clients have included Sadara Chemical Company.

Dr. Saud Al-Ammari Law Firm in association with Blake, Cassels & Graydon LLP has a longstanding relationship with Sadara Chemical Company and, as such, regularly advises the client on petrochemicals projects across the region. The group is headed by Graham McLeod and Saud Al-Ammari, who advise on the corporate and construction aspects of the Sadara work.
