Oil, gas, mining and electricity mandates feature prominently in CMS’ workload. Varinia Radu is advising the Romanian Petroleum Exploration and Production Association on re-shaping oil and gas specific laws in Romania, in response to the recent extension and increase of the tax on windfall gains obtained by domestic gas producers. Loredana Mihailescu recently moved in-house with Intertrust Group.

Nestor Nestor Diculescu Kingston Petersen’s team has ‘strength in depth’, handling mandates in renewable energy, oil and gas, mining and electricity. Ruxandra Bologa is ‘able to break down the most complicated issues into manageable components’; she and Gabriela Cacerea are assisting an oil and gas exploration and production company with a transfer of 19 oil and gas fields from OMV Petrom.

PeliFilip’s ‘very dedicated’ team handles nuclear, renewable energy, and oil and gas mandates, with notable expertise in wind power projects. The group continues to assist Steag Group with the acquisition of Monsson Alma’s 108MW wind farm project. Alina Stancu Bîrsan has ‘an analytic’ approach and ‘gives excellent support’. Cristina Filip advises on key mandates.

At RTPR Allen & Overy (Radu Tărăcilă Pădurari Retevoescu SCA in association with Allen & Overy LLP), the ‘extremely bright, commercially oriented and focused’ team is ‘always prompt, dedicated, and gives excellent solutions’. The group assisted Allianz Capital Partners with acquiring a 30% stake in E.On Distributie Romania. Victor Pădurari heads the practice. Counsel Cosmin Tilea has ‘good negotiation skills and rich legal experience’ and managing associate Bogdan Cordoş is ‘business-oriented and passionate’.

Ţuca Zbârcea & Asociaţii’s ‘extremely proactive’ team is noted for its expertise in electricity, mining, renewables and oil and gas matters, with a focus on high-value investment mandates. The group is assisting China General Nuclear Power Group with its contribution of two reactors to the Cernavodă nuclear power station, while Sorin Vlădescu advises the EBRD on implementing energy performance contracts in the Romanian public sector worth over $4.3m. Cornel Popa is a name to note.

Bohalteanu şi Asociaţii’s workload includes transactions and litigation in nuclear, electricity, solar and oil and gas matters. Practice head Ionut Bohalteanu is advising Mir 6 Sro on selling its multimillion-euro interests in two solar power parks to a US-based investment fund. Daniela Milculescu is a notable practitioner.

DLA Piper Dinu SCA’s Marian Dinu and counsel Paula Corban-Pelin are the names to note for energy mandates. Dinu advises Lubrizol on its entry into the Romanian market, and Corban-Pelin is assisting PNE Wind with the development of 102MW wind farms in Romania.

Dentons’ ‘very knowledgeable and responsive’ team has experience in greenfield projects, renewables and oil and gas matters. In 2016, the group assisted Monsson Alma with the sale of its majority shareholding in Emon Electric. Practice head Claudiu Munteanu-Jipescu is ‘focused on finding the most suitable solutions to issues’.

Răzvan Stoicescu leads the team at Muşat & Asociaţii, which handles mandates pertaining to oil and gas, renewables, mining and electricity, among other areas. Stoicescu advises Nereo Green Capital on the sale of a 400MW wind power plant to Goldwind and CEE Fund.

Popovici Niţu Stoica & Asociaţii is best known for its expertise in mining, renewables and gas matters. Ciprian Donțu is representing Fondul Proprietatea and its portfolio companies in litigation, and is assisting Enel Energie with an annulment claim pertaining to energy tariffs. Vlad Neacşu is a key name.

Suciu Popa’s practice handles the full spread of energy-related matters. In a recent highlight, the team successfully assisted Enel Investment Holding in finalising the acquisition of a 13.6% stake in E-Distributie Muntenia and Enel Energie Muntenia from Sape Energie. Miruna Suciu and Cleopatra Leahu are advising Black Sea Oil & Gas on the construction of the Midia Gas Development Project, totalling over $500m.

Volciuc-Ionescu’s ‘advice is of the best quality, on time and to the point’. The ‘quick, hardworking and practical’ team has strength in upstream oil and gas matters, energy regulation and power generation mandates. Ramona Volciuc-Ionescu is ‘willing to go the extra mile for her clients’; she is advising a prominent Chinese hydropower producer on the selection procedure for investors for the Tarnița - Lăpuștești pumped storage hydropower project.

Daniel Ştefănică and Anca Albulescu are key names for energy mandates at bpv Grigorescu Ştefănică. The team is noted for its strength in handling litigation concerning oil, gas, hydropower and biomass matters.

In 2016, Bondoc & Asociatii SCA in alliance with White & Case’s ‘very business-oriented and thorough’ team advised power generator company Steag on a wind park investment worth over €80m. Monica Iancu and Mihaela Bondoc head the practice. Lucian Bondoc acts on key mandates.

Bulboaca & Asociatii is probably best known for its strength in renewable energy mandates; the team also handles instructions relating to oil and gas matters. Cosmin Stăvaru is the name to note.

Energy trading and oil and gas concessions remain cornerstone practice areas for Buzescu Ca’s ‘highly professional’ team. The group advised Petrol Ljubljana on registering a subsidiary in Romania and on the issuance of an electricity trader licence for the subsidiary. Peter Buzescu and Adrian Tomescu are the key contacts, and senior associate Corina Papuzu has ‘very good knowledge of Romanian energy law’.

Highlights for the team at Kinstellar included advising Met Group on its successful acquisition of Romanian power supplier Repower Furnizare; recently promoted partner Iustinian Captariu led the advice.

Bruno Leroy heads the practice at Leroy si Asociatii, where contentious hydrocarbons work and transactional mandates are core strengths. Leroy and Eleonora Udroiu, who made partner in January 2017, advise a subsidiary of shopping centre developer Sonae Sierra on becoming the operator of the power distribution network in Bucharest shopping complex Park Lane Plaza.

Madalina Paisa is the name to note at Mitel & Asociatii, which handles oil, gas, electricity and water-related mandates. Clients include Teb Energy Business. Sorin Mitel advises Hivatalos on regulatory matters in the energy sector.

Pachiu & Associates’ key strengths lie in oil, gas, electricity and renewable energy matters. Laurentiu Pachiu is assisting an energy corporation with its decision to exit the Romanian market and Delia Vasiliu advises an energy company on a photovoltaic project.

Pop & Partnersprovides clients with full advice on energy and natural resources matters’. Past mandates for the team include advising Global Alloys on selling shares in a 48MW wind farm to a Chinese investor. Claudiu Pop is the key name.

At Schoenherr şi Asociaţii SCA, ‘energy law expert’ Monica Cojocaru is assisting the European Commission with the feasibility study regarding the masterplan for the implementation of LNG as a fuel and cargo on the Rhine-Main-Danube Canal.

Vernon | David’s ‘smart, reliable and tough’ team is assisting Water Energy with the development of a 300MW hydropower project. Practice head Corina Tiganas is ‘the lead energy lawyer for the firm’.

Marta Popa heads the practice at Voicu & Filipescu SCA. The team’s workload includes investment mandates, outsourcing agreements and day-to-day regulatory assistance to businesses.
