The DOE has also commenced preparations for the fourth round (\u201cGEA-4\u201d) of the GEAP for the award and development of over 9,000\u202fMW of clean energy capacity for ground-mounted, roof-mounted and floating solar, onshore wind, and integrated solar + energy storage system technologies. Notably, GEA-4 marks the first round to introduce integrated solar + energy storage system technologies, targeting 1,100\u202fMW of solar plants paired with BESS, which is a significant step towards grid flexibility and reliability.<\/p>\n<p>Moreover, the Energy Regulatory Commission issued ERC Resolution No. 6 series of 2025 establishing the Green Energy Auction Allowance Fund (\u201cGEA-All Fund\u201d) as well as guidelines for the payment mechanism for renewable energy developers under the Green Energy Auction Program. The Resolution seeks to further fortify the legal foundation of the renewable energy industry in the Philippines.<\/p>\n<p>The Renewable Energy Market where Renewable Energy Certificates can be traded also began full commercial operations on December 26, 2024.<\/p>\n<\/div>\r\n\r\n\r\n\t\t\t\t\t<\/li>\r\n\r\n\t\t\t\t\t\t\t\t\t<li class=\"question-block filter-container__element\">\r\n\t\t\t\t\t\t<h3 class=\"filter-container__match-html\">What are your country's net zero\/carbon reduction targets? Are they law or an aspiration?<\/h3>\r\n\t\t\t\t\t\t<button id=\"show-me\">+<\/button>\r\n\t\t\t\t\t\t<div class=\"question_answer filter-container__match-html\" style=\"display:none;\"><p>The Philippines has no domestic legislation which sets a nationwide net-zero\/carbon reduction target. The Climate Change Act of 2009 or Republic Act No. 9729 establishes policy coordination mechanisms and institutional mandates, but does not contain specific, enforceable emission reduction targets or carbon budgets.<\/p>\n<p>Nonetheless, the Philippines has ratified the Paris Agreement in 2017 and in April 2021, it submitted its first Nationally Determined Contribution (\u201cNDC\u201d) pursuant to the Paris Agreement, committing to a 75% reduction in greenhouse gas (\u201cGHG\u201d) emissions by 2030 relative to a business-as-usual (\u201cBAU\u201d) scenario. Of this figure, 72.29% is conditional upon international support, including climate finance, technology transfer, and capacity-building assistance. Only 2.71% of the target is unconditional and expected to be met through domestic means.<\/p>\n<p>The Philippines has also enacted the Energy Efficiency and Conservation Act of 2018 or Republic Act No. 11285 which aims to enhance energy efficiency and conservation efforts and the government, through the DOE, has issued several regulations to support the objectives of the Energy Efficiency and Conservation Act. \u00a0In 2023, the DOE issued the National Energy Efficiency and Conservation Plan and Roadmap 2023-2050 with sectoral targets for emissions savings.<\/p>\n<\/div>\r\n\r\n\r\n\t\t\t\t\t<\/li>\r\n\r\n\t\t\t\t\t\t\t\t\t<li class=\"question-block filter-container__element\">\r\n\t\t\t\t\t\t<h3 class=\"filter-container__match-html\">Is there a legal definition of 'renewable energy' in your jurisdiction?<\/h3>\r\n\t\t\t\t\t\t<button id=\"show-me\">+<\/button>\r\n\t\t\t\t\t\t<div class=\"question_answer filter-container__match-html\" style=\"display:none;\"><p>\u201cRenewable energy resources\u201d has been defined under the RE Act and its implementing rules and regulations as referring to energy resources that do not have an upper limit on the total quantity to be used. Specifically under the GEOP, businesses, as end users with at least 100kW of consumption, may source their electricity requirements purely from renewable energy resources. DOE also reported that a total of 178 GW of OSW potential is seen in six (6) prospective zones &#8211; Northwest Luzon, Manila, Northern Mindoro, Southern Mindoro, Guimaras Strait, and Negros\/Panay West. As of December 2023, DOE awarded 81 offshore wind contracts with an aggregate potential capacity of 62.2 GW.
