Position

Charles Banner was called to the Bar of England and Wales in 2004. He also has rights of audience in Northern Ireland (called 2010), the Dubai International Finance Centre Courts (Part II Registered 2015) and the Singapore International Commercial Court (Full Registered Foreign Lawyer 2017).

He has a broad practice covering a wide range of areas of law, falling principally within the following sectors:

  1. Urban development, infrastructure and energy – including the planning/development consent process and all aspects of planning law, environmental and other regulation, contracts & procurement, commercial litigation & arbitration and compulsory acquisition.
  2. Government and regulation – including all aspects of public sector and state activity, administrative and constitutional law, EU law, human rights, economic sanctions, environmental law, public procurement, regulatory law and public international law (including investor-state arbitration).

He has been ranked for several years by the main legal directories as one of the UK’s leading junior barristers in several areas of specialism. He has appeared numerous times (including as sole counsel) before the UK Supreme Court, the Court of Justice of the European Union, and the UNECE Aarhus Convention Compliance Committee. He also undertakes arbitration work both in the UK and internationally. Pupillage at Landmark Chambers 2004-05. Judicial Assistant to the Appellate Committee of the House of Lords, 2005-06. In practice at Landmark Chambers 2006-present. College Lecturer in EU Law, Oriel & Lincoln Colleges, Oxford University, 2010-15. Member of Landmark Chambers Management Committee 2015-2017. Trustee and Council Member of UK Environment Law Association 2016-present. Author/editor of several publications including two books: ‘Off with their wigs!’ (Imprint Academic, 2003) on the establishment of the UK Supreme Court and ‘The Aarhus Convention: A Guide for UK Lawyers’ (Hart Publishing, 2015).
