Career

Local Government specialist with expertise in a wide range of areas including social housing, adult community care services, children’s services, governance, powers and duties of local authorities, land acquisition/disposal, finance, elections and some planning.

Kelvin appears mostly in judicial review/appeal cases but also inquests. Has related expertise in human rights, discrimination and EU law. Is also a highly experienced and knowledgeable property lawyer. Has appeared in some of the most significant community care and housing cases in the last decade.

He has extensive advocacy experience including UK Supreme Court and the European Court of Justice.

Notable cases include: Slough v M (residential care, definition of care and attention); McDonald v RB Kensington and Chelsea (care assessments, resources, human rights and equality duties); Powell v Hounslow LBC (possession claims and human rights); Hotak v Southwark (definition of priority need); Maries v Merton LBC (local authority land development); Haque v Hackney LBC (homelessness and public sector equality duty); Menon v Herefordshire (misfeasance in public office); Gullu v Hillingdon LBC (social housing allocations); Summers v Richmond LBC (public space protection orders}, and Pinto v Merton LBC  (interpretation of a planning permission).

Kelvin was called to the Bar in 1989 (Middle Temple); Silk 2013; Visiting Fellow University of Essex.
