Joe practices in publicplanningenvironmental and education law. He has appeared before the High Court, the Upper Tribunal and the Immigration and Special Educational Needs and Disabilities Tribunal. Joe has also appeared at numerous planning inquiries (unled), is regularly instructed to draft pleadings for private clients and has provided advice for numerous local authorities and government departments. Joe has successfully acquired permission for Judicial Review from the High Court on behalf of residents seeking to quash planning permission.

Joe also has substantial experience working with public inquiries. He acted as a junior counsel for the Infected Blood Inquiry and assisted Fiona Scolding QC in her review of Westminster School.

His recent clients have included environmental groups, local authorities as well as campaign organisations.

Joe’s notable case include:

  • TC and BW v LB Islington [2021] UKUT 196 (AAC): A deaf parent appealed a finding from the First-Tier Tribunal on the basis that inadequate adjustments were made in light of her disability. Joe acted on behalf of the parent on a pro-bono basis.

Joe is a contributory editor to Garner’s Environmental Law and previously contributed to the Journal of Planning & Environment Law and Planning Magazine. He is also a contributor to the Health and Social Care Insight which is a monthly newsletter covering the latest update on developments in health and social care law from Landmark Chambers.

Before joining Landmark, Joe taught at a London secondary school for several years under the Teach First Leadership Scheme, and still retains a keen interest in education law and is a Governor for two schools.
