Career

Eduardo Silva Romero, co-Chair of Dechert’s International Arbitration global practice, focuses his practice on arbitration matters, particularly disputes involving States and State entities.

Former Deputy Secretary General of the ICC International Court of Arbitration, Mr Silva Romero has experience in all areas of international arbitration, including international sales and distribution contracts, construction, telecommunication, mining, oil and gas, and electricity-related disputes. As an arbitrator, Mr Silva Romero has acted in more than 140 arbitrations.

Mr Silva Romero teaches at the Paris Institute for Political Studies (Sciences Po), the University of Paris-Dauphine (Paris IX), and is a Professor Emeritus and a Professor of International Law at the University of Rosario in Bogota.

He is Chair of the ICC Institute of World Business Law and a member of the ICC International Court of Arbitration. He is admitted to practice in Bogota and Paris, and fluent in English, French, Spanish and Portuguese.

Dechert LLP Paris is highly regarded for its Latin American arbitration practice where the firm acts for investors and state entities in high-stakes disputes. In parallel, the firm has built an impressive non-Hispanic practice, notably in relation to Eastern Europe with the hire of the high-profile Claudia Annacker and Enikő Horváth  from Cleary Gottlieb Steen & Hamilton in September 2020 which also further enhanced the group’s investment arbitration and international public law capabilities. The pair is notably handling state succession and human rights law issues. The firm is also representing a number of Eastern European states in high-stakes investment disputes, recently winning a landmark exequatur case before the Paris Court de Cassation for the state of Poland. The practice is also growing its African and Arabic caseload, notably handling a new high-profile telecoms mandate, and acts in a sensitive high-profile dispute in relation to Asia. The pharmaceutical industry, one of the firm’s core sectors, generates regular work for the arbitration team. Dechert LLP’s Paris practice attracted leading individual Claudia Annacker in September 2020 from Cleary Gottlieb Steen & Hamilton to further strengthen the firm’s investment arbitration and international public law expertise. The group  also successfully won new major clients and mandates in relation to Eastern Europe and Africa. The firm handles several large-scale investment disputes in relation to North Africa and manages a number of commercial disputes in Africa. Over the past years, the practice has greatly extended its geographical reach, all while remaining a leading name for Latin American disputes with key clients such as the Republics of Ecuador, Columbia and Guatemala. In terms of industry sectors, the practice handles highly diverse investment and commercial disputes from the energy, infrastructure, banking and life sciences sectors, acting both for states or private companies. More recently, the group was instructed to advise on new pre-arbitration matters in relation to the Covid-19 pandemic and its impacts on public concessions in the transport and natural resources sectors. Dechert LLP‘s international arbitration team has built its Latin American practice around advising sovereign states and state-owned entities. With expertise across a range of commercial and investment treaty disputes, the firm has developed substantial sector experience across the energy, construction, mining and telecoms industries. Highlights include successfully advising Guatemala on two matters in the electricity industry and Paraguay in a PCA-administered arbitration (under Paraguayan law) arising from a FIDIC design and construction contract. Eduardo Silva Romero leads the group out of Paris, where José Manuel García Represa , who has advised on matters in energy, construction and transport, is also based. Other notable names include Washington-based Érica Franzetti , who has played a key role in building the firm’s Brazilian presence; and Paris-based lead associate Catalina Echeverri Gallego, who is experienced in dispute prevention policies. However, former Washington DC-based senior associate Juan Felipe Merizalde left in December 2020 and has subsequently established his own eponymous boutique in Bogotá. Since publication, Franzetti has left the firm (effective as of October 2021).
