Prior to joining CMS Albiñana & Suárez de Lezo in April 1995, César was Head of the State Legal Service for Cuenca (Tax and Courts Office) and Albacete (Territorial Court and Tax Office), as well as holding the roles of Legal Adviser at the Minister of the Economy's office and State Attorney at the Constitutional Court.

His teaching experience includes lecturing on Administrative Law at the Law Faculty of ICADE and on Tax Law at the State Treasury School of the Ministry of Finance and Public Administrations. He has been a member of the Wolters Kluwer advisory board since October 2010.

Member and/or secretary on the Board of Directors of several companies. He is also a member of the State Attorneys Corps and has been a member of the Madrid Bar Association since 1984, as well as membership to the Civil and Commercial Arbitration Court of Madrid.

CMS Albiñana y Suárez de Lezo frequently works with its international colleagues to advise on deals. An example of its national work was assisting Acciona with the sale of a 93% stake in maritime passenger and cargo carrier operator Compañía Trasmediterranea to transportation services provider Naviera Armas. Managing partners César Albiñana and Rafael Suárez de Lezo are considered leading individuals in the area. Carlos PeñaAntonio Pino and Luis Miguel de Dios are also recommended, and Rafael Sánchez and Javier Leyva made partner in April 2018.

The ‘proactive, clear and direct’ team at CMS Albiñana y Suárez de Lezo is ‘well known as a specialist in the energy market and in particular in the renewable energy field’. The firm also has ‘deep knowledge of regulation and business’, notably in the electricity market. The team of ‘excellent professionals’ is led by managing partner César Albiñana and the ‘outstandingMaría Guinot, who has ‘experience, solid knowledge of the market and a pragmatic approach’. They lead a practice that saw the arrivals of Juan José Zabala, who joined from Cortés, Abogados, and counsel Ignacio Ramos, who joined from Clifford Chance. The department advised Iberdrola, as majority shareholder of Gamesa, on a potential merger with the wind power business of Siemens, and assisted Alstom Renovables and GE Capital with the acquisition of a wind farm portfolio and entry into the Spanish market. Jaime Almenar is now with Clifford Chance.

  • Access to justice: protective costs orders in planning challenges

    Third parties and competing developers have no rights of appeal to the Secretary of State against planning decisions. Disappointed applicants can appeal to the Secretary of State and can have the merits of the application reconsidered. The only remedy available to a disappointed third party is a challenge by way of judicial review in the High Court on a point of law. The sense of frustration and disempowerment this creates has not been helped by the increasing complexity of the planning process and the use of consultation to legitimise decisions that many perceive may already have been taken.
