Mr. Herman is a distinguished Canadian trade lawyer. In almost 50 years practising in trade law, Mr. Herman has acted as counsel in virtually every significant trade remedy dispute and has been involved in numerous trade negotiations.

Mr. Herman was a member of Canada’s mission to the United Nations and the General Agreement on Tariffs and Trade (GATT) in the 1970s and in law practice has acted as counsel for Canada in the International Court of Justice and has advocated cases before the Canadian International Trade Tribunal (CITT), binational panels established under the dispute settlement provisions of the North American Free Trade Agreement (NAFTA), and Canadian courts. He advises governments, state agencies and international organizations on trade and investment issues.

He is a member of the North American Forum, the Canadian government’s Trade Negotiations Advisory Committee, Chair of the Canadian International Trade Tribunal’s National Advisory Committee, a member of the Executive of the Canada-US Law Institute and is a Senior Fellow and National Policy Council member at the C.D. Howe Institute in Toronto.
