Clare’s practice focuses on air quality and climate change regulatory, litigation, and enforcement matters impacting the transportation and energy sectors. Practicing out of the San Francisco office of Hunton Andrews Kurth LLP, Clare’s focus has been largely on climate change litigation and mobile source greenhouse gas emissions regulation.
Clare has been a key member of a team of Hunton attorneys representing an energy company in the climate change litigation that started in California in 2017 with the filing of complaints by eight different California counties and municipalities. As the cases have since proliferated in jurisdictions across the country, Clare’s work in these cases spans nearly all levels of the state and federal court systems, including the United States Supreme Court.
Clare’s practice also encompasses regulatory matters relevant to climate change and greenhouse regulation. She is well-versed in California Air Resources Board (CARB) regulations impacting vehicle, equipment, and parts manufacturers, and she frequently advises clients on CARB regulatory compliance issues, including advice on preemption waiver issues under the federal Clean Air Act. Relatedly, she advises clients in advocacy and enforcement matters before the U.S. EPA concerning air quality and other environmental regulatory programs.
