Paul is a partner in our UK Company Commercial group. He specialises in corporate law, in particular joint ventures, mergers and acquisitions, structuring and governance, funding and transformation projects.

Paul also heads up our Third Sector Services team providing advice to corporate and public bodies on not-for-profit structuring or engaging with the third sector as well as to charities and social enterprises.

His recent experience includes:

  • Advising Association of British Insurers (ABI) on the set up of Flood Re, the not-for-profit flood reinsurance fund owned and managed by the insurance industry. As a part of this Paul was interim General Counsel for Flood Re Limited.
  • Advising Places for People Group, one of the UK’s largest property holding groups, on its joint ventures, mergers and acquisitions.
  • Advising several public bodies on transformation into social enterprise/mutuals and collaborations with private or third sector partners.
  • Advising GlaxoSmithKline in relation to the set up of the Stevenage Bioscience Park with The Wellcome Trust.
  • Advising Sony on the US$410m acquisition of shares in Symbian Limited by Nokia and subsequent involvement in the Symbian Foundation.
  • Advising on the set up of Ryder Cup Wales 2010 Limited, the company which delivered the public sector commitments in relation to the 2010 matches.
  • Advising the Prince of Wales' office in relation to the set up of the Cambrian Mountains Initiative.

Paul has presented numerous seminars on the impact of the Companies Act 2006 and corporate law issues affecting the public, private and third sectors. He regularly comments on issues relating to public sector transformation and the development of the third sector.

Glynne Stanfield  heads the charity team at Eversheds Sutherland (International) LLP  and Paul Pugh  heads the third sector services team. The team in the last year has acted for over 250 charities and has particular expertise in advising research institutions and grant makers on various matters such as governance, international giving, social investments and tax. It recently advised the Royal Society of Chemistry on its benevolent fund and on the powers of the trustee in relation to the fund. Turning Point, South Downs National Trust and Royal College of General Practitioners are other major clients. It also acts for Dementia Research Institute, Further Education Trust for Leadership and Dewsbury Endowed Schools Foundation.

The 'excellent' Eversheds Sutherland (International) LLP assists clients on a blend of commercial, litigation and public law issues spanning governance, regeneration and  procurement as well as investigations and inquiries. It serves clients such as Transport for Greater Manchester, the Serious Fraud Office and Borders to Coast Pension Partnership. In the Grenfell Tower public inquiry, it is representing Cadent Gas which had been the gas distributor to the tower. Peter Jones  is reported to be 'a fantastic and experienced inquiry solicitor, who excels at running a team.' Paul Pugh is the corporate lead on public sector matters and is also the relationship partner to the UK Government’s new general legal services panel. Other team members include Bridgette Wilcox, Gary Pellow 'who is  a very calm, experienced partner who delivers well-considered advice' and Edward Williams in Leeds 'did a great job at getting up to speed very quickly on what was a complex issue.'

Bridgette Wilcox, Paul Pugh and Huw Jones¬†are the Cardiff-based, key team members at the helm of Eversheds Sutherland (International) LLP's public law and local authority practice that advises local authorities on areas ranging from¬† procurement to employment matters. It has been¬†appointed ¬†by the UK Infrastructure and Projects Authority to undertake the review and updating of the draft guidance for contracts under PF2, the successor to PFI. Its wide-ranging work includes advising the¬†London Borough of Harrow on the procurement of a technology partner to develop and exploit its "Infinity‚ÄĚ adult social care software and it¬†also has well-established expertise in¬†public sector pensions law. Jackie Heeds¬†is noted for her infrastructure procurement expertise.

Eversheds Sutherland (International) LLP's multi-disciplinary team handles a range of work for Welsh and English public sector clients, including on transformational projects, outsourcing, governance and regeneration developments. Corporate partner and also head of the third sector services team, Paul Pugh advised the Forestry Commission on the investment in leisure group, Forest Holidays, by Phoenix Equity Partners. Huw Rolant Jones is the employment lead on many significant public sector mandates and recently advised the BBC on gender pay regulations obligations and on an equal pay review and audit following the recent disclosure of pay information by the broadcaster. Headed by the 'experienced, intelligent and pragmatic' Peter Jones, the Cardiff office also houses the firm's market-leading public inquiries team. Recognised as 'one of the top law firms in the area', the team 'knows the public inquiry arena inside out' having acted on many of the highest-profile matters in the market including its current representation of Cadent Gas in the Grenfell Tower public inquiry. 'Impressive' senior associate Angharad Shurmer is also noted for her public inquiries expertise and is involved in the Grenfell Tower matter alongside Jones. Bridgette Wilcox has significant experience advising on major procurement matters including her ongoing work for Transport for Greater Manchester on the restructuring of the operation and maintenance contractual structure for the Metrolink light rail system and the procurement of a new operator-maintainer. Other clients include the Welsh Language Commissioner, Serious Fraud Office and NEST.
