Paul is a Partner and experienced Solicitor-Advocate in our Regulatory group, a Fellow of the Higher Education Academy, a Member of the Business Accountability Research Centre and a Member of the Solicitors' Association of Higher Court Advocates.

Specialising in corporate criminal defence; his experience covers health and safety, environmental, road traffic and education disciplines. He regularly defends proceedings brought by the HSE, EA, Local Authorities and VOSA.

Recent experience includes acting for a contractor following an electrical explosion; advising a pharmaceutical company following a discharge to controlled waters; performing a compliance audit at an energy company; acting for a services company and two transport managers at a Transport Public Inquiry; acting for a distributor following radiation exposure at a warehouse; representing a manufacturer following a factory explosion; acting for a global company following 2 serious manufacturing incidents; advising a major leisure operator following a rat infestation and representing a global equipment manufacturer at a lengthy inquest.

Paul conducts his own advocacy whenever possible.

He has written numerous articles for major trade publications and national newspapers. Paul leads the Health and Safety Training team which educates Eversheds' clients on regulatory matters, and in the past year he has personally trained over 1,700 delegates both on public courses and in-house with outstanding feedback. In autumn 2011 Paul wrote UCEA's legal opinion on the potential criminal liabilities flowing from college and university field trips. He holds a Post Graduate Certificate in Education and was awarded the Lincolnshire Award of Merit in Education for outstanding contribution to that sector in his previous career as a lecturer.

Clients also single out the 'brilliant' Paul Verrico, who acted for Tarmac Marine in a prosecution for a breach of Maritime Asbestos legislation; David Young, who is 'excellent' and Tim Hill, who advises energy, chemical and manufacturing clients.

Eversheds Sutherland (International) LLP's national health and safety practice is headed by Kevin Elliott and handles contentious and non-contentious health and safety matters, including consulting on policy and compliance and advising on training of clients across a broad spectrum of industries. Paul Verrico, based in the Leeds office, led a team representing Tarmac Marine in its prosecution by the Maritime and Coastguard Agency for a breach of Maritime Asbestos legislation. The team achieved a significantly reduced fine for its client in this matter. Additionally, a team led by Newcastle-based Tim Hill represented Greencore Grocery in police and HSE investigations following a contractor fatality. In an example of the practice's advisory work, the team was instructed by a large UK power company in relation to reviewing contracts, procedures and risks.

  • THE VAT E-COMMERCE PACKAGE

    A. INTRODUCTION   The VAT E-commerce Package adopted by the Council on the 5th of December 2017 includes several changes that will be gradually implemented, some changes will be effective as from the 1st of January 2019 and the rest as from the 1st of January 2021.
  • Doing business in Ukraine: turning point for the currency control in Ukraine

    One of the most hotly discussed topics in 2019 is currency control liberalization in Ukraine.The currency control liberalization was one of Ukraine‚Äôs priorities under the EU-Ukraine Association Agreement. At the beginning of 2019 the National Bank of Ukraine (hereinafter the ‚ÄúNBU‚ÄĚ) approved and promulgated all long-awaited regulations, serving as the basis for a new liberal¬†system of foreign currency control. The new¬†currency control¬†system will be launched on 7 February 2019, the same day as the Law of Ukraine¬† On Currency and Exchange Transactions¬† becomes applicable. The changes are aimed at deregulation, facilitating cross-border transactions with foreign currency and expanding the list of available foreign currency transactions.
  • New Long Term Residency Visas

    After much media coverage, Cabinet Decision 56 of 2018 (the Decision ) has been gazetted which introduces new long term residency visas to, amongst others, four categories of persons in the UAE. 
  • Significant Changes to Civil Procedure Code

    Significant changes to Federal Law No 11 of 1992 (the Civil Procedure Code ) will soon be coming into effect. These changes are introduced through regulations (the Regulations ) issued under the Civil Procedure Code and will come into effect on 16 February 2019.
  • Merger Clearance Matters

    The United Arab Emirates (the UAE ) promulgated legislation to specifically address the regulation of competition (being Federal Law 4 of 2012, or the Competition Law ) several years ago but until recently, it has been the case that the requisite implementing regulations and processes were not in place. This is no longer the case. Not only have the much anticipated implementing regulations been issued, the UAE Ministry of Economy (the Ministry ) (being the regulator in charge of administering the UAE competition regime) has now formed the required committee and issued the anticipated guidance and forms to allow concerned parties to make merger clearance submissions to the Ministry where required to do so pursuant to the Competition Law.
