Counsel, Head of Tax practice in Russia
Andrey is a counsel at our Moscow office and heads the firm’s tax practice. He has over 13 years of experience successfully representing clients in negotiations with tax authorities and in tax litigation. He gives advice on Russian and international taxation matters, in particular questions related to beneficial ownership, applicable VAT taxation for different types of services, and unjustified tax benefits in various forms.
Under Andrey’s leadership, our tax practice takes on projects related to tax structuring for clients’ Russian businesses, developing and adapting corporate clients’ business processes that are taxation-relevant. Among the clients in our tax practice are companies active in transport & logistics, aviation, e-commerce, retail, pharma, diversified industrials and agriculture.
Andrey has a long academic track-record, with over 100 publications and participations in public events related to tax issues.
Andrey is lecturing at the National Research University Higher School of Economics in Institute of Tax Management and Real Estate Economics within the courses “Strategic tax planning and risk management”, “Tax advocacy” and others.
Member of Tax and Budget Committee of the Russian State Duma.
Andrey was one of the leading experts for the Federal Law # 163-FZ of 18.07.2017 (GAAR reform, new article 54.1 of the RF Tax Code) and for the Federal Law # 244-FZ of 03.07.2016 (VAT on the electronically supplied services in Russia).

At Eversheds Sutherland, counsel Andrey Grachev heads up the practice. Senior associate Anton Borisichev is also noted; clients recommend the duo for tax consulting services.
