Joanne is a Senior Associate in Eversheds commercial team. She specialises in project work with a particular focus on public sector ICT, PFI and PPP projects, and also has experience of wider ICT and general commercial work. Joanne has worked on projects at all stages of the procurement process, acting for public and private sector clients.

Joanne worked with representatives of Capital One and Ikano to write, pilot and deliver "Cheese Matters", a financial management training programme for pupils aged 14-15 years, which won the Peer Awards for “Education of Young People” in 2014.


Joanne's recent experience includes: acting for HMRC in relation to its restructuring of its major ICT contract, worth £800m per annum, with Capgemini, Fujitsu and Accenture; advising Highways England in relation to its procurement of a “free-flow” charging system for the Dartford Tunnel Crossing and its separate establishment of a “tower” structure for its ICT service provision; and advising the Scottish Police Authority in relation to its procurement of a national operational ICT solution for policing in Scotland, which was a cornerstone of the Scottish government’s plans to move to a single police authority with effect from April 2013.


Joanne’s experience includes: advising the City of Sunderland Council in relation to its alternative service delivery model ICT procurement; advising the preferred bidder on North Tyneside Council’s £300m Housing PFI Project; drafting the ICT aspects of a PPP contract for the an air traffic control system in Bangladesh; advising in relation to contract variations for the London managing closure of dialogue on Borough of Barking and Dagenham and Conwy County Borough Council; Edinburgh City Council and Lincolnshire Police Authority’s strategic partnership projects; advising West Sussex County Council in relation to potential efficiency savings in relation to its Social Care Project.
