James is an experienced projects and infrastructure lawyer, with over 15 years experience in advising both public and private sector bodies on public procurement and public law issues.

He has significant experience of local government having advised on a range of public procurements, major infrastructure projects, local authority outsourcings and joint venture arrangements since qualification in 1999. From April 2002 to April 2004 he was seconded part time to the Strategic Partnering Taskforce set up, by the ODPM, to advise on public procurement and public law issues arising under such arrangements.

James' experience includes advising on a number of market leading schools, police, waste, highways, health and nuclear sector schemes including the Lambeth DLO PFI (one of the first completed local authority PFI projects, involving highways, street maintenance and waste collection), Liverpool City Council and Enterprise plc Highways Joint Venture PPP and many others, London Borough of Haringey on their pathfinder group schools PFI project and Greater Manchester Police Authority on their 16 Station PFI project.  In 2007 James was seconded to assist Greater Manchester Passenger Transport Authority in their application for Transport Innovation Funding and has since advised the Highways Agency in various matters.

James’ main focus has been the completion of a number of complex waste PFI schemes. These include, in addition to the £4bn Greater Manchester Waste Disposal Authority project, the Mersey Waste Disposal Authority project,  the Hereford and Worcester Waste PFI Project, the Isle of White Combined Collection and Disposal Scheme, East Sussex Waste PFI Project and the Wrexham County Borough Council Waste PFI.  He also has experience of advising the private sector in such schemes having advised one of the consortium members on the North Lincolnshire Waste PPP, a bidder in the Hertfordshire Waste PFI project and more recently a confidential private to private waste treatment project. 

James also led the team advising Cleveland Police Authority on their innovative strategic partnership outsourcing all non-police functions and the control room function, capturing significant savings (approx £50m) and providing for future service improvement projects for the Authority, the first of its type in the sector.

James has written a number of published articles on public procurement and is also a regular speaker at conferences on matters ranging from incremental partnerships to completed waste projects as well as speaking at Eversheds recent procurement seminars on the new EU procurement directives. In 2010 James won the firms internal national innovation award.
