In 2006, Luis left the law firm Rojas Franco Asociados, where he was an associate, and formerly KPMG, to join BLP, where he became managing partner of Public Law , Procurement and Economic Regulation practice in 2010.

Luis is legal advisor of the Costa Rican Chamber of Banks and Financial Institutions, statutory auditor of the Board of Directors of the Chamber of Investment Funds and Co-Coordinator of the Administrative Law Commission of the Costa Rican Bar Association. In addition, he also serves as chairman of the Costa Rican Association of Regulation Policy Studies, Costa Rican representative at the Executive Committee of the Ibero-American Association of Regulation Policy Studies, member of the Center for Studies on Administrative and Environmental Law of the Faculty of Law of Universidad de Sao Paulo, and certified arbitrator of the UCI.


Luis obtained his Law degree from Universidad Autónoma de Centroamérica in 2000, and has a Master’s degree in Internal Public Law of Universidad Carlos III of Madrid in agreement with Universidad Autónoma Centroamericana since 2004. Luis also has postgraduate studies in Administrative Law, Economic Regulation and Public Services from Universidad de Salamanca since 2007, a Business Administration for Lawyers Degree Program from INCAE in 2011, a Degree obtained from the Mexican Federal Regulatory Improvement Commission in 2012, as well as a Degree in Regulation and Competition of Universidad de Valladolid in 2016. Luis stands out for his academic activities as professor of Escuela Libre de Derecho in Constitutional Law since 2010, and also serves a member of the Degree Examinations Board of the Masters in Public Law of the Teaching and Research Institute of Universidad Autónoma de Centroamérica. He has penned nine books and over thirty articles on his specialty.

In one recent highlight, Luis Ortiz and the highly-regarded Luís M Castro advised Globalvia subsidiary Autopistas del Sol on the issue of $300m senior secured notes on the international markets (and a further $50.75m locally). Other work includes representing BNP Paribas Securities on the $250m securitization of the diversified payment rights of Banco Davivienda Costa Rica. The department is co-led by Andrés López and Vivian Liberman; David Gutiérrez and Luis Hernández are other key figures. The firm’s client base includes high-profile financial institutions, such as Credit Suisse, Deutsche Bank and Scotiabank.
