Career

Francisco Bolinaga advises multinationals and Venezuelan companies on environmental law matters.

Before becoming a partner at D’Empaire in 2012, Francisco worked as legal advisor of the Venezuelan National Parks Institute (Inparques) (1994), external legal advisor to the Venezuelan Ministry of Environment and Renewable Natural Resources (1994-1995), legal advisor of the Los Roques National Park Archipelago (1995-1999), and founding partner and head of the law firm Bolinaga Levy Márquez & Canova.

Representative matters in which Francisco has been involved include the representation of Nestlé in the evaluation of the environmental legal risk regarding its factories located across Venezuela.

Francisco is currently ranked as a “Leading Lawyer” by The Legal 500 (2018 Venezuela Environment Rankings) and has been continuously recognized by Chambers & Partners as a leading environmental expert in Venezuela.

Francisco studied law at Universidad Catolica Andres Bello (J.D., 1989), and received a specialization degree on environmental management from Universidad Metropolitana (2007).
