Gigliana Rivero is a Cum Laude attorney from Universidad Católica Andrés Bello, Venezuela, licensed to exercise as lawyer in Colombia and in Venezuela. Gigliana has a Masters´ degree in Telecommunications and Information Technologies from Universidad Carlos III de Madrid, Spain (2003); Masters´ degree in Economy and Public Services Regulation from Universidad de Barcelona, Spain (2001) and postgraduate studies in Constitutional Law and Political Sciences from Centro de Estudios Políticos y Constitucionales de Madrid, Spain (2002).
Since she joined the Firm in 2009, she has been a key member of the legal team for important projects, such as the PPP of six regional airports in Colombia (Northeast Airports), the merger of Colombia Telecomunicaciones and Telefónica Móviles; the PPP Contracts for Tegucigalpa (Honduras) BRT, the design of the PPP Guidelines for the National Infrastructure Agency (ANI), the legal advisory for PPP projects in roads, museums, and public libraries.
Recently, Gigliana was part of the team who advised the ICT Ministry in the structuring and procuring of the new registry operator contract for the Colombian top level domain .co, as well as in the auction of IMT radio spectrum in the 700, 1900 and 2500 MHz frequency bands.
