David Whitestone is a partner in the Washington, D.C., office of Holland & Knight where he chairs the firm’s Government Section and oversees the provision of legal and legislative counsel services to firm clients.

Mr. Whitestone's practice includes the representation of corporations, nonprofits and municipal entities before the legislative and executive branches of the federal government. Since entering private practice, he has successfully counseled organizations interested in partnering with federal agencies in the Department of Transportation (Federal Aviation Administration, Federal Transit Administration and Federal Highway Administration), Department of Homeland Security (Transportation Security Administration and Customs and Border Protection), Department of Defense, Department of Commerce, the National Transportation Safety Board and others. Mr. Whitestone regularly advises clients on significant matters facing scrutiny by legislative and executive branch entities. Because sensitive matters often generate public relations and shareholder interest, Mr. Whitestone ensures that shared information is timely and coordinated.

Mr. Whitestone previously launched and chaired the firm's Transportation Industry Team, which has been recognized by Chambers USA and by U.S. News – Best Lawyers as the "Transportation Law Firm of the Year." This firmwide initiative coordinates the legal, regulatory and public policy efforts of the firm's many aviation, rail, trucking, transit, intermodal, maritime and asset-based finance clients.

Prior to joining private practice, Mr. Whitestone worked in the U.S. House of Representatives and was an associate staff member on the House Appropriations Committee. During his time on Capitol Hill, he assisted in the development and review of high-level federal agency budgets and served as a press secretary, working with media outlets in large, medium and small markets. By leveraging his knowledge of the congressional process, he has built a reputation as an effective advocate in the development and implementation of congressional and budgetary strategies, legislative drafting, appropriations and multiyear authorization matters.

Mr. Whitestone is an elected member of Holland & Knight's managing Directors Committee. He serves on the Washington Airports Task Force Board of Directors and has been recognized as a top Washington, D.C., lawyer by the Washington Business Journal. In addition, Mr. Whitestone has also been acknowledged as a Top Advocate in the area of municipal representation by The Hill and is active in the Greater Washington Board of Trade.

Led by Rich Gold and Atlanta-based Robert Highsmith, Holland & Knight LLP's public policy and regulation group has a reputation for working on big issues in different industries sectors, with particular expertise in the healthcare and pharmaceutical sector. In a recent work highlight, Gold and Michael Werner helped alleviate concerns of the Biosimilars Forum, a trade association whose raison d’ĂȘtre it is to create a vibrant US market for biosimilars, regarding low reimbursement rates for biosimilars, thereby potentially stumping their development by convincing the Food and Drug Administration to review and approve its reimbursement standards. Other clients in the area include the Alliance to Restore Our Waterways and the Public Access to Sunscreens coalition. Joel Robertson is the name to note when it comes to issues surrounding autonomous vehicles and drone law. Kathryn Lehman, transportation expert David Whitestone and Tallahassee-based Mark Delegal are also key names. The practice has experienced a number of changes in the past year. The most recent additions include former congressmen Tom Davis and Christopher Armstrong, who both joined in January 2019. Further significant arrivals are Mark Kalpin from WilmerHale and Andrew Starrels from Market Square Real Estate Consulting. Marne Sussman joined from Pillsbury Winthrop Shaw Pittman LLP, while Charles Borden comes from the Center for Analysis of Risk and Regulation. Finally, senior counsel Samuel Brown joined from Allen & Overy LLP and Jake Evans from Thompson Hine LLP.
