Career

Luís Flávio Neto served as a judge at the highest Brazilian Administrative Tax Court (Câmara Superior de Recursos Fiscais, Conselho Administrativo de Recursos Fiscais – CARF). from 2015 to 2018, where he was awarded the distinguished “Ministro Leopoldo Bulhões” medal for outstanding contributions in 2017. He is still an invited member at the International Association of Tax Judges (IATJ). 

With a strong academic background, Luís Flávio Neto holds a Master’s Degree and a Ph.D. from the Universidade de São Paulo (USP, Brazil). 

He is Director at the Instituto Brasileiro de Direito Tributário (IBDT, Brazil), where he coordinates the Full Master Program on International Taxation. He is also a Postdoctoral Research Fellow at the International Bureau of Fiscal Documentation (IBFD, Netherlands). He has taught international and Brazilian tax law in many institutions (FGV, IBET, FDV, FBT, etc.).

He participated in research activities at the Fredric G. Levin College of Law, University of Florida (United States), while a Visiting Research Scholar during the 2017 to 2018 term, as well as at the Institute for Austrian and International Tax Law, Wirtschaftsuniversität Wien in Vienna as a Visiting Researcher in 2014.
