Position

Laura acts as deputy to Richard Barlow in his role of head of the firm’s public sector practice. She has advised a range of public bodies on all administrative and public law issues for 15 years. 

Laura is the client partner for Natural Resources Wales, the National Audit Office, Qualification Wales and the Independent Parliamentary Standards Authority (IPSA). She has advised NRW in public meetings in relation to its statutory nature conservation obligations, and has advised the NAO on some of its best value reports,  IPSA on the Members Expenses Scheme and Qualification Wales in relation to a proposed move to outcomes focused regulation. 

Laura continues to take a leading role in the provision of administrative and public law advice to the firms’ health and education sectors. She has advised NHS England on a variety of pharmacy vires issues, and advised various NHS bodies on their consultation obligations within the context of planned service redesign and proposed cuts to services.

The group includes ‚Äėhugely knowledgeable and experienced‚Äô practice head Richard Barlow¬†and the ‚Äėexcellent‚Äô Laura Hughes. Barlow recently led advice for the Marine Management Organisation in relation to the grant of a marine licence to Dover Harbour Board for the extraction of gravel from Goodwin Sands to be used for construction works at Dover port, a contentious matter because of the potential presence of multiple crashed aircraft from World War 2 in the extraction zone. In other work, the group acted for Blaby District Council on the planning application for the redevelopment of Everards Brewery Site, including an environmental impact assessment regarding highways, archeology, flooding and air quality. The client list features a large number of public sector clients such as government bodies, non-departmental public bodies, local authorities, fire authorities, NHS trusts and national parks, as well as corporate clients and NGOs. Clients include The London Electric Vehicle Company, Natural England and the Welsh Government.

The ‚Äėexcellent‚Äô Browne Jacobson LLP¬†has a strong transactional focus and is especially adept at handling work on the intersection between planning and environmental law, such as the planning aspects of the Habitats Regulations. Joint practice heads Richard Barlow¬†and Laura Hughes¬†form the heart of the practice, with associate planner Stephen Coult¬†providing key support. In addition to advising Wm Morrison Supermarkets on various arrangements required for the opening of a new supermarket on the site of the former Abergavenny Cattle Market, the team also assisted North East Derbyshire District Council on its Local Plan, involving advice on the anticipated changes to the National Planning Policy Framework. Other clients include the Homes and Communities Agency, City of Lincoln Council and Defence Infrastructure Organisation. Anita Bradley left the firm.

From offices in London and Nottingham Browne Jacobson LLP is 'accessible and consistent in its advice which it provides with clarity.' It assists a broad range of clients including local government agencies, parliamentary ombudsman and national audit organisations as well as regulators and health sector clients. It is acting for the Royal Mail Group in a fraud investigation where it is being challenged in a judicial review concerning the basis on which warrants were obtained. It is also acting for the Parliamentary and Health Service Ombudsman in a case where two GPs challenged its powers to recommend financial payments in cases involving clinical judgment, a case which is going to the Court of Appeal. Senior practitioners Richard Barlow and Laura Hughes are based in Nottingham and Ros Foster heads up the London team. The group is further enhanced with the arrival of Gerard Hanratty who joined in April 2017 from Capsticks LLP .

Richard Barlow who heads the public law group at Browne Jacobson LLP has broad expertise advising on contentious planning and environmental matters and offers especial expertise on both advisory and disputed procurement matters as well as governance. This large team, which one client called 'a trusted partner', advises an array of  local and city councils including in Nottingham, Derbyshire, Enfield, Harlow and Guildford on work ranging from procurement and joint ventures to health and safety and criminal investigations. Typical work includes advising the London Borough of Enfield on the complex matter of selecting a joint venture partner to develop the Montagu Industrial Estate. Peter Ware, Laura Hughes  and Stephen Matthews  are some of the other noted practitioners.

It provides advice on procurement, commercial projects, PFI, state aid, regeneration projects, property and housing. The firm advised on the setup and development of Public Service Transformation Academy (PSTA) a social enterprise providing leadership programmes. Peter Ware heads the national government and infrastructure team with Laura Hughes . Mark Barnett specialises in health and social care and litigation in relation to clinical negligence. Lynne Rathbone left the firm.
