Partner, Anja, specialises in advising public bodies on their duties and obligations under the public procurement regime and how to run successful and compliant procurement exercises; managing complex projects that require lawyers and other advisors from different disciplines; providing commercial and governance advice to a wide range of public authorities; advising public bodies on alternative service delivery models in particular outsourcing of service delivery and corporate vehicles.

Most recently, she has been involved in:

  • advising a district council on the transfer of its contract for street and housing repairs from a joint venture company to a wholly-owned local authority trading company. This includes advice on the settlement agreement with the joint venture partner, establishment of the local authority owned company and drafting the commercial and corporate documents necessary for the new company to function as a Teckal company
  • advising a private sector partner on the procurement of a framework panel to deliver development projects for public sector and charity clients using surplus land to deliver housing in return for new public infrastructure and capital receipts. This has included developing the procurement strategy, drafting tender and contract documents and supporting the public sector partner in completing the contracts
  • advising a county council on the early termination of its long term PFI facilities management agreement for the schools within its area
  • advising a fire and rescue authority on the extensive renovations project to their new headquarters, including procuring contractors using a development agreement and JCT contract and ensuring adherence to the relevant legislative requirements for fire call centres
  • advising a local authority on its competitive dialogue process to procure a partner to develop and manage a high profile sport and recreation facility including the drafting of complex management agreements and ancillary documents. I attended a number of dialogue meetings focussed on the legal arrangements and advised the Council on the management of the dialogue process more generally
  • advising the first successful employee-owned mutual to spin out from a community rehabilitation company (previously a probation trust)
  • providing all of the ongoing legal support for a £27m local enterprise growth initiative project funded through ERDF – this involved dealing with a wide range of contracts with funders and external bodies and providing procurement advice
  • providing detailed advice to a local authority wishing to enter into a development and partnership agreement for a popular local visitor attraction with a number of other public and private bodies, in particular procurement and state aid implications
  • advising a clinical commissioning group in relation to a challenge brought by an unsuccessful bidder. My advice to the client ensured that a robust response was put forward the ultimately the challenge was dropped
  • advising a group of clinical commissioning groups on the re-procurement of the 111 call-handling services for their area. This included detailed advice on the evaluation of tenders and concerns about the financial viability of a bidder that resulted in bespoke contractual drafting



Anja has previously worked in-house as a solicitor for Sheffield City Council and managed a three year ERDF funded project for an environmental charity.

Browne Jacobson LLP 's client roster includes both central and local government entities in the health and social infrastructure spaces. Nick Hurley recently advised the borough of Watford on the redevelopment of the Watford Health Campus via an asset-backed vehicle, and acted for the government of Malaysia on the procurement of a £100m waste-to-energy incinerator in Kuala Lumpur. On the property side, Nottingham-based Craig Elder collaborated with Neil Walker for the procurement of a long-term operator of several leisure centres on behalf of the borough of Dacorum. Stephen Matthew heads the practice and is currently assisting a number of local government authorities with urban regeneration and district heating schemes.
