Position

Carl joined Browne Jacobson in 2012 and works within the Regulatory, Health and Safety and Criminal Advocacy Team as an Associate Barrister. He has been involved in advising and representing public and private bodies as well as healthcare providers. This has included a clinical commissioning group, numerous NHS Trusts, private health care providers, local authorities, fire authorities, small businesses and directors.

Carl regularly advises individuals and corporate bodies in respect of regulatory and criminal investigations and proceedings as well inquests relating to fatal and non-fatal accidents and other incidents. This includes circumstances arising on the at healthcare premises and in the context of public bodies’ service users. In addition to those involved in litigation, Carl’s clients include public bodies and healthcare providers who become less directly affected by such matters.

He also provides advice on prosecution and alternative enforcement options to statutory bodies, fire authorities, local authorities and national regulators. Carl regularly appears in Magistrates’ Courts and also before inquests, the Crown Court and the First-Tier Tribunal.

Away from investigations and litigation, another key element of Carl’s role is to provide proactive advice to healthcare clients. This has included due diligence advice in relation to both public and private healthcare transactions, production or review of guidance documents, advice on regulatory compliance, legal opinions on statutory interpretation and the provision of training.

 

Career

Prior to joining Carl worked as a Senior Crown Prosecutor (Barrister) with the Crown Prosecution Service, having completed pupillage in 2008. During this time he appeared on a daily basis in the Magistrates’ Courts. He also provided advice to the Police and had a caseload involving a full range of criminal offences including large-scale conspiracies to the supply of drugs and fraud.
