Position

Head of competition law. Advises clients on EC and UK competition law, including merger control and the control of anticompetitive agreements and practices. Has successfully handled a number of high-profile Office of Fair Trading (OFT) (now the CMA) investigations and Competition Commission (CC) inquiries for clients. Invited by the OFT to take part in its survey of leading competition law advisers as part of its research project in to the deterrent effect of UK competition enforcement. In Autumn 2009 Laurence participated in the Competition Commission’s evaluation of its level of service. Merger control cases include: Princes Ltd – OFT clearances to the acquisition of Wells Soft Drinks and Shippams, and the formation of its UK and Polish vegetable fats joint venture with Archer Daniels Midland; Kwik Save – OFT clearance to the disposal of stores to Tesco (utilised ‘failing firm’ defence for only the second time); Billingtons – OFT clearance to the sale of its sugar business to British Sugar plc; Grief Inc – OFT investigation and CC inquiry into €210m worldwide acquisition of Blagden Packaging (only the second time Commission’s initial decision to block a merger has been overturned); BPB plc – establishment of British Gypsum-Isover (UK) and Moy Insulation (Ireland) joint ventures with St Gobain (obtained clearance of the transactions from the EC, OFT and Irish and German national merger authorities); Preston County Council – CC investigation into the acquisition of Preston Bus Company by Stagecoach; Vix Technology – successfully opposed the OFT’s proposed investigation of its acquisition of the real time passenger information system business of ACIS). Antitrust cases include: representing a large food manufacturer on a ‘dawn raid’ carried out by the OFT in relation to alleged retail price fixing; representing a commercial vehicles dealer in relation to the OFT’s ongoing investigation into alleged anticompetitive cartel behaviour; representing a major food company at an oral hearing before the CC in relation to its investigation into the groceries market. Following a strategic review, Weightmans LLP underwent a transformational management restructure in May 2017, which resulted in a new 'client relationships' arm being created to cover six key markets: owner-managed business, built environment, corporate, private client, insurance and public bodies. Its national commercial team includes Leeds-based Michelle Mathers, who focuses on servicing owner-managed businesses. Sarah Walton in Manchester leads the group, which advises on procurement, collaboration agreements, manufacturing agreements, franchising and outsourcing, among other areas. Vincent King and newly promoted partner Victoria Robertson recently acted for Lancashire Constabulary and the Lancashire PCC in a collaboration with the University of Central Lancashire to establish a forensic academy. Laurence Pritchard was the lead adviser to a consortium of independent greyhound track owners on the sale of media rights to the greyhound races at their tracks to Arena Leisure Limited. Sean Crotty acts for public and private sector clients, such as the Metropolitan Police, Derbyshire County Council and Playground Games Limited. John Schorah, Martin Vincent and associate Haroon Younis are also recommended.

Weightmans LLP’s corporate team is noted for its private M&A practice, acting for mid-sized corporates and owner-managed businesses, while the 'brilliant' commercial team has experienced growth in advising on compliance with data protection and competition regulations. Patricia Grinyerl advised Enterprise Loans East Midlands on the establishment of a sub fund to the Midlands Engine Investment Fund and Roland Hutchins advised Greif U.S. Holdings on a reorganisation of its international group structure to relocate its European hub from Belgium to England. Gary Jones acted for Cawood Scientific Group on a secondary management buyout to Inflexion. Kieran Donovan advised Alliance Fund Managers as agent for Maven Capital Partners LLP, manager of the Northern Powerhouse Investment Fund for Equity in the North West (NPIF), on the first wave of equity investments from that fund. On the commercial side, Sean Crotty advises the Motor Insurers’ Bureau on the IT aspects and data sharing arrangements between it and the DVLA in relation to the MyLicence Project and Laurence Pritchard is advising Tesco Insurance on the outsourcing of its claims operations to Ageas Retail. Weightmans LLP’s EU and competition practice is noted for its expertise across the food, drink and insurance sectors, and is also noted for its experience in state aid matters. Key mandates included advising the Motor Insurers’ Bureau in ensuring that compensation resulting from terrorism incidents through the use of vehicles is compliant with competition laws and state aid rules. The team also advised John West on resale pricing issues and advised Lotus Bakeries on competition compliance laws in relation to its proposal to grant exclusive rights to a particular retailer for the sale of one of its products in the UK and Spain. Wi-Manx and Wirral Metropolitan Borough Council are also clients. In Liverpool, competition head Laurence Pritchard  advises on EU and UK competition law, including merger control and the control of anti-competitive agreements and practices. Also in Liverpool, Gary Jones specialises in state aid advice and regularly assists with grant and loan funding, regeneration projects and contract procurement. In Manchester, procurement specialist Vincent King is also recommended, as is Martin Vincent.
