 Vincent is a projects and commercial lawyer. He advises public sector clients on outsourcing, long-term contracts for the supply of services and funding agreements. He has particular experience in the police, higher education and local government sectors. Vincent has established a variety of contractual and corporate structures including partnering arrangements and shared services and has advised local authorities on the transfer of services and assets to new delivery vehicles. He also works closely with our growing university client base.
 Vincent has a good understanding of procurement law. He has drafted and advised clients on development agreements, framework agreements, call-off contracts, concession contracts, contract variations and the constitutions of companies that are designed to meet the in-house exemption.
 Vincent’s experience extends to advising on IP, including university spin-outs, and IT contracts, in particular for police clients using national frameworks. He also advises private sector clients on contracts, including those with public sector bodies, outsourcing, supply agreements and joint ventures.
