Position

Grzegorz is a Partner and head of our Energy & Utilities practice, based in Warsaw.

Career

He works with leading national and international energy groups and investors interested in participating in the Polish energy market. His client portfolio includes the largest industrial electricity off-takers (in particular from cement, steel, metals, glass, chemical, mining and paper industries) and financial institutions involved in financing energy and industrial projects.

In addition to extensive knowledge on issues related to broadly understood energy regulation, he is also experienced in providing advisory support concerning European Union law, environmental law (with particular emphasis on the emission allowances trading scheme), state aid law and sustainability / CSR projects. As a regulatory advisor Grzegorz also took part in legislative procedures concerning subsequent amendments to the Energy Law Act, the Act on Renewable Energy Sources, the Act on Energy Efficiency, the Act on Promotion of Electricity from High-efficiency Cogeneration and the Act on Capacity Market. At the EU level, he took part in the legislative procedures concerning the EU ETS Directive, Renewable Sources Directive (RES II) and Waste Management Directive. In the abovementioned procedures, he acted on behalf of trade chambers or on a pro bono basis, often teamed with the most respected and experienced experts responsible for creation and regulation of the Polish energy market (such as historically the first President of the Energy Regulatory Office, Ministerial officials or Permanent Representation of the Republic of Poland in Brussels). He also represented clients in numerous proceedings before national regulators (President of the Energy Regulatory Office, President of the Competition and Consumer Protection Office, Minister of Environment, local government bodies, Civil Aviation Authority and Higher Mining Office) and before the European Commission.

Before joining Bird & Bird, he gained his professional experience in international and leading national law firms, including Salans (currently: Dentons), law firms affiliated with Ernst & Young (in Warsaw and in Brussels), as well as in Spaczyński, Szczepaniak i Wspólnicy sp. k. law firm (SSW Pragmatic Solutions).

Education

He graduated from the University of Warsaw, University of Cambridge (England), Katholieke Universiteit Leuven (Belgium) and Warsaw School of Economics. He is working on his doctoral dissertation concerning selected energy sector related aspects of the European Union law.
