Mr. Chen once worked for China COSCO Shipping Corporation Ltd before he joined Wang Jing & Co. in 1994. Presently Mr. Chen is the managing partner in charge of the Firm. Being adept at handling significant maritime cases, resolving complicated disputes both of contentious and non-contentious, Mr. Chen has been continuously rated as “Outstanding Lawyer in Shipping and Maritime Practice” by Chambers & Partners, Asian Legal Business, Legal 500 etc. and was honoured as one of the Top Ten Foreign-related Lawyers in Guangzhou in September 2018.
As a well acknowledged legal expert in maritime practice, Mr Chen has handled numerous complex and remarkable maritime cases, a handful of which had been written into “Selected Cases of Maritime Trail in China” edited by the PRC Supreme Court to mark the most highlighted maritime cases in the past 30 years. Mr. Chen has been invited by the PRC Supreme Court and the PRC Maritime Safety Administration to participate in the drafting of legislation in terms of liability limitation for maritime claims, oil pollution damages, to partake in the working group of amendment to the PRC Maritime Code and the PRC Special Maritime Procedural Law, and further to involve in the establishment of the insurance system for civil liability of oil pollution damage. Meanwhile he has been invited as expert witness to give testimony for some significant maritime cases before courts or arbitration tribunals in foreign countries and regions, such as the UK, Australia and Hong Kong.
Over more than 20 years’ practice, Mr. Chen has provided all-round legal services for contentious and non-contentious risk control to clients, including the major global P&I Clubs, shipping lines, ocean engineering and shipbuilding enterprises, petroleum companies, multinational traders and commercial banks & financial institutes, in handling their disputes over ship casualties, cargo transportation, oceanic engineering, financing and fraudulence. In recent years, Mr. Chen has handled and supervised some major cases, among which there were Somalia pirate hijack case, fracture and sinking of container ship in Indian Ocean, oil spill from the offshore drilling platform in Bohai Bay, collision and sinking of mega-size dredger at Tianjin Port, financing via repetitive mortgage of a huge-sum Warehouse Receipt for iron ore cargo in Qingdao Port, and bank runs involving huge-sum Warehouse Receipt in Dongguan, GAFTA arbitration for a dispute arising due to return of transgenic soybean and corn cargo to UK from Xiamen Port, London Arbitration for a dispute over the resale and subsequent payment collection of a barge owned by a Jiangsu Ocean Engineering Company.

The maritime and admiralty practice at Wang Jing & Co has a full-service offering but has historically been prominent in maritime and insurance work. Xiangyong Chen who splits his time between Guangzhou and Shanghai, and Jun Wang are the key names to note following the departure of Jing Wang who joined Wang Jing & GH Law Firm in 2020. Qingdao-based Hui Yuan, Xiamen-based Hui Yuan and Shanghai-based Jun Xu are further names to note. The firm also has branches in Beijing and Shenzhen.
