Solicitor, Public Law and Human Rights

Caroline’s varied judicial review practice includes challenges to immigration detention, decisions concerning asylum support and care and support under the Care Act 2014 and Leaving Care Act 2000. Caroline also acts for charities and NGOs challenging local government funding decisions and in public law proceedings brought on behalf of service users, in particular, challenging cuts to local authority services.

Caroline regularly advises and represents teachers, youth workers and other professionals in relation to decisions by the police and the Disclosure and Barring Service (DBS) concerning disclosure of information on criminal records certificates. She also has extensive experience challenging inappropriately administered cautions, particularly on behalf of vulnerable individuals, including young people and victims of domestic violence.

Another aspect of Caroline’s practice is representing families at inquests where there are concerns that a public authority (e.g. the NHS, prisons or police) have failed to protect an individual’s life. She also acts in associated civil claims seeking damages under the Human Rights Act and in negligence for bereaved families.

In addition to her own caseload, Caroline is often involved in larger cases with the partners in the team, Jamie Potter and John Halford. She is currently instructed with John Halford to challenge the government’s failure to hold a public inquiry into the conduct of the 2016 EU referendum and in judicial review proceedings arising from the disenfranchisement of EU nationals in the 2019 EU Parliament elections.

Career

Caroline joined Bindmans in 2012, having worked as an immigration and asylum casework assistant at another firm in London.

Education

Caroline graduated with a first class BSc in Politics from the University of Bristol in 2006. She went on to complete her GDL and LPCs, both with a distinction. Caroline was awarded a prize by the Bristol Institute of Legal Practice for her performance in the LPC.
