Position

Paul is a partner who is responsible for BLM’s public sector team in Manchester. His clients include local authorities, emergency services and utility contractors. He specialises in the defence of public liability and employer’s liability claims of complexity or significant value. Paul’s notable cases include Howarth v Oldham MBC [2015] where Paul was able to obtain an order in favour of the defendant where Qualified One Way Cost Shifting was disapplied on the basis that the claimant’s conduct had obstructed the just disposal of the proceedings. Paul has also represented a number of highway authorities in the defence of fraudulent claims resulting in successful prosecutions, including the claim of Maybury v Oldham MBC [2009] where the claimant and his witness received custodial sentences for perjury. Paul is also known for his expertise in relation to accidents on the highway resulting from snow and ice and in respect of costs and conduct matters. He has written and presented numerous training sessions and is a regular guest speaker at external conferences.

Mark Eisen  has also worked extensively for public sector clients in defending highways, employers’ and public liability claims. The ‘experienced and knowledgeable’ Nicholas Thorne  is recommended from the catastrophic injury unit and Natalie Puce for her health, safety and environmental work. Wirral MBC, Sheffield City Council and Greater Manchester Fire and Rescue Service are all clients.
