Mr. Soleng obtained his Bachelor of Laws degree from the San Beda College in 2005 and was part of the top five of his graduating class. He was admitted to the bar in 2006. He completed his Bachelor of Arts degree in Political Science from Bicol University where he graduated magna cum laude in 2001.
