Career
After graduating from Ankara University Faculty of Law, he completed an LLM, International Competition Law & Policy from the University of East Anglia, UK.
He worked in Turkish Competition Authority (TCA) as Competition Expert. As a former Competition Expert who worked in the TCA for more than 11 years, he is well equipped to understand the approach and the mindset of the case handlers, TCB, and TCA as a whole. During his tenure at TCA he also took roles in teams that prepared several important legislations; including the Regulation on Fines and Leniency Regulation, the Communiqué No: 2008/2 (Block Exemption Communiqué on Technology Transfer Agreements), the Block Exemption Communiqué 2005/4 (Block Exemption Communiqué on Vertical Agreements and Concerted Practices in the Motor Vehicles Sector), the Regulation on Fines and the Regulation on Active Cooperation for Detecting Cartels. Since he is among the people who took part in the preparations of the important secondary regulations of TCA, he is able to offer accurate evaluations with regard to the objective and the purpose of the relevant legislation.
Haluk Arı left TCA in 2009 and he has been acting as a lawyer with a specialization in competition law. During his long and successful career, Haluk Arı advised many clients from varying fields of industry. While his extensive knowledge in competition law allows him to quickly adapt to the varying needs of his clients, he specializes in the automotive, cement, insurance, and banking sectors.
