Santiago has more than 10 years’ experience in administrative law, public procurement, real estate, foreign investment, and dispute resolution. He advises national and international businesses, combining his significant knowledge of the public sphere with his strong connections to the private sector.
Santiago’s experience stands out for leadership roles in local and central government, as well as experience in law firms in Ecuador; including litigation at domestic and international courts, and large-scale national and international arbitration procedures.
In real estate, Santiago advises important Ecuadorian construction companies and real estate promoters on municipal regulatory matters, as well as on complex infrastructure contracts (BOT-DBOT-BOO), including public-private partnerships, joint ventures, and new engineering contracts (NECs).

Education
Santiago graduated as a lawyer from the Universidad San Francisco de Quito (Ecuador), with a minor in alternative dispute resolution methods. He holds a master’s in public administration from Brown University (USA) and a master’s in administrative law and public procurement from the Universidad Andina Simón Bolivar (Ecuador). He is also a GCL alumnus from Georgetown University (USA), and a Global Shapers (WEF), Youthful Cities and Climate Reality Leader alumni.
