Career

Raffaele Lener is the founding partner of the firm, specialising in financial services, insurance, banking, regulations and securities matters and his clients include banks, insurance companies, financial institutions and various Italian regulatory authorities.

Full Professor (professore ordinario) since 1994; currently at the Law Faculty of the University of Rome “Tor Vergata”, where he has been teaching Commercial Law and Financial Market Law since 1998.

Lecturer in Commercial Law at the LUISS-Guido Carli University since 1994, initially in the Faculty of Economics and then in the Department of Business and Management.

He previously taught Commercial Law, Banking Law and Comparative Private Law at the University of Perugia (1992/94) and the University of Bari (1994/98), and also Comparative Private Law at the University of Rome Tor Vergata (1998/2008).

At the University of Rome Tor Vergata he is the President of the Central Electoral Commission; Member of the Quality Assurance Group of the Master’s Degree Course in Law; Board member of the Raeli Foundation.

Lawyer, member of the Rome Bar since 1987. He has been a partner at the law firm Freshfields Bruckhaus Deringer from 1998 to October 2018 and was the managing partner for Italy from 2006 to 2010.

Vice-President of the Association of Economics Law Lecturers (ADDE).

Member of the Arbitral Council of the Milan Chamber of Arbitration (CAM) from March 2021.

He was a member of the ABF – Arbitro Bancario Finanziario (Banking and Financial Ombudsman), at the Bank of Italy, from its foundation in 2009 to 2015.

He has been a member of the ACF – Arbitro for Financial Disputes at Consob since 2016.

He has been a member of the Supervisory Committee of the Supervisory Board and the holding of the sole Register of financial advisers since 2018.

In 2019 he has been appointed by ECB – European Central Bank as a Temporary Administrator of Banca Carige.

In 2019-2020 he oversaw the acquisition of Banca del Fucino by Igea Banca and the subsequent incorporation.

In 2020, he has been appointed advisor to the Parliamentary Commission of Inquiry into the banking and financial system.

In July 2021 he was appointed by the same Commission as coordinator of the working group for the drafting of a new bill for the management of bad debts.

He was a member of the Legal Certainty Group, an institute of the EU Commission in 2005.

He is also a member of Assoreti’s Jury of Honor. He was responsible for Assogestioni’s legal advice from 1985 to 1996. He is a member of the Scientific Committee of the Italian Association of Payment Services Providers and of the Italian Financial Union. He was a member of the Scientific Committee of the Agents and Mediators Body and of the Committee of Wise Men of the TLX market management company (2003-2007).

He was one of the Liquidators of the EFIM group (1996-2006). He is currently Commissioner (Temporary Administrator) of Invest Bank (since 2020), Liquidator Commissioner for the insurance company ASSID (since 2009) and Chairman of the Supervisory Board of Banca Popolare di Vincenza in l.c.a. (since 2017). He was a Commissioner in the administration or compulsory liquidation of the following banks: GBM – Gruppo Bancario Mediterraneo (2015-2017), Banca Network Investimenti (2011-2012), Bank Sepah Iran (2007-2008), Banca di Credito di Trieste (1996-2015), Banca UBAE (2011–2012), Cassa Rurale Amaseno (1993-1995), Cassa Rurale di Mandela e Vicovaro (1996-1997), Cassa Rurale Avigliano (1992-1993).
