Miran Legal, established by Attorney Mustafa Aksarayli in 2017 in Istanbul, has been providing legal consultancy services, in more than 15 branches of law, to clients both abroad and in the country since it was established. Our experienced team conducts all of the commercial and private actions for our clients. While carrying out the aforementioned activities, the scope and nature of the legal relationship are taken into consideration, possible disputes are anticipated and within this scope, possible disputes are resolved through compromise. In this context, our office aims to resolve disputes between individuals and/or institutions by operating the preventive legal mechanism before the trial stage. Our preventive attitude towards our cases leads us to solve problems in a fast and effective way.
In legal disputes that need to be resolved by litigation, the current dispute is evaluated in the light of the evidence and the practice of the Supreme Court, and the possible returns and risks of the judicial process are analyzed. After the return and risk analysis, the strategy and the way the case will be conducted is considered and our clients are informed by our special reporting system as to how the legal solution process will be carried out. We would like to highlight that the statistics we have kept since our establishment, show that we solve our cases a minimum of eight times faster than other firms. These statistics are calculated by our high-tech artificial intelligence based software which was created for Miran Legal. This system also allows clients to follow their case, step by step, should they wish to track it.
In order to create fast solutions, to involve the resolution process as soon as possible we have partners in domestic and international fields. In that context besides our full-time legal team, we continuously receive support from sworn financial advisors, banking and finance specialists, tax auditors, occupational safety experts, labor inspectors and academicians specialized in their fields in line with the needs of our clients.

Receivables management: One of the biggest problems encountered during the eventuation of international and local trade is the inability to collect timed receivables. Failure to collect the timed receivables can cause many negative situations, from the breakdown of the balance of payments of the payee company, to the bankruptcy of the company.
In this system, where each country operates their own mechanism, natural persons or legal identities who want to collect their receivables in Turkey need legal consultancy.
In case of failure to collect the receivables that are due and located in Turkey, we provide services in the management and collection of commercial receivables of banks, factoring and leasing companies, asset management companies both at home and abroad, and medium and large-scale commercial companies that cannot collect their timed receivables as a result of their commercial activities.
Within this scope, our lawyers, who are experts in their field of debt enforcement and bankruptcy law, initially analyze the nature of the receivable and determine how the receivable will be collected in the fastest way possible. Later on, the stage of commencing debt enforcement proceedings, seizure of the debtor’s movable and immovable properties and receivables from third parties begins. Once these stages are completed, the seized goods are converted into cash and the collection of the receivable is secured.
On the other hand, there are also legal cases to be initiated during the collection of the receivable. The aforementioned cases also affect the speed and ability of collecting the receivable directly. Hence, such cases should be prosecuted by a professional and well experienced legal team.
At Miran Legal, we provide services to our clients for the quickest way possible to collect their receivables by providing services in both debt enforcement proceedings and litigation in the field of receivables management.

11th February 2022 Rescript on the Procedures and Principles Regarding the Collateral Issuance of Capital Markets Intruments that based on Article 31/B of the Capital Market Law dated 06.12.2012 and numbered 6362, entered into force with its publication in the Official Gazette dated 26 January 2022 and numbered 31731. The Rescript regulates the procedures and principles regarding the guarantees to be given in the issuance of capital market instruments, the collateral management agreement and the collateral manager.RESCRIPT ON RE-DETERMINATION OF MINIMUM EQUITY AMOUNTS OF PAYMENT AND ELECTRONIC MONEY ESTABLISHMENTS
28th January 2022 Regulation on Payment Services and Electronic Money Issuance with Payment Service Providers entered into force with its publication in the Official Gazette dated 01.12.2021 and numbered 31676. In the 1st paragraph of the 33rd article of the relevant Regulation, titled "Minimum Equity Liability and Professional Liability Insurance", the minimum equity liability amount has been determined as three million Turkish Liras in payment establishments that intervene invoice payments, five million Turkish liras in other payment establishments and thirteen million Turkish liras in electronic money establishments. Subsequently on the paragraph, it is remarked that every year in January, Central Bank of the Republic of Turkey is reassessing the minimum equity liability amounts that determined within this paragraph by taking into consideration of the annual changes in the price indices published by the Turkish Statistical Institute.INFORMATION NOTE ON OPERATING PRINCIPLES OF DIGITAL BANKS AND SERVICE MODEL BANKING
