Career

Carolyn has over 30 years experience of planning and highways -related projects. She qualified at Hammond Suddards and in 1994 she was a founding partner of the nationally reknown commercial planning law fiirm, Wilbraham & Co. Carolyn then joined Walton & Co at start up as a consultant and then became an in-house advsier to the GMI group of companies before setting up her own niches practice. Carolyn has worked with a number of prominent clients who can provide testimonials as to her skills as a lawyer and co-ordinator of major projects.  These include having strategic input to the planning-related work of both CEG (Commercial Estates Group) Limited and the national portfolio of DB Cargo (UK) Limited, both of which clients are nationally significant in their fields and for both of which Carolyn is regarded as a trusted adviser.  She advises CEG on Leeds’s most recent implemented brownfield regeneration scheme, with many heritage, highway and other infrastructure complexities, and took on a full-scale coordinating role for the client, including negotiation of the section 106 Agreement. She is now also instructed on future phases of adjacent new development, including restoration of at-risk nationally significant Grade I listed Temple Works – as part of a 27 acre city centre development.

Memberships

Carolyn has been appointed since 1999 as a member of independent remuneration panels for local authority elected members, was lay chair of the Standards Committee of the West Yorkshire Integrated Transport Authority and is now the Independent Person for the West Yorkshire Combined Authority
