Mr William Pittard
Bill Pittard is an experienced lawyer with a unique depth of government and litigation experience. Prior to joining KaiserDillon, Bill served as the Acting General Counsel and Deputy General Counsel for the U.S. House of Representatives. There, he advised on and litigated significant constitutional issues and worked with congressional committees conducting investigations into issues ranging from the use of performance-enhancing substances in professional sports to gun-walking on the U.S.-Mexico border.
At KaiserDillon, Bill’s practice focuses on representing people and small businesses with high-stakes problems, including clients facing government investigations and complex criminal and civil litigation. He particularly helps clients connected to the Legislative Branch, whether as officials of that branch or as individuals and businesses preparing for congressional hearings or otherwise responding to congressional inquiries.
Prior to joining KaiserDillon, Bill served in the Office of General Counsel of the U.S. House of Representatives for more than five years, including most recently as the Acting General Counsel. In that role, he acted as legal counsel to Members, committees, officers, and employees of the House on matters related to their official duties. He also represented the House itself in litigation and other matters in which it had an institutional interest. The Congressional Record summarizes, in part: “Mr. Pittard provided frequent and invaluable legal advice and representation to Members of the House…, the officers of the House, the committees of the House, and the leadership of the House—most often in connection with their interactions with the other branches of the Federal Government. He did so professionally and without regard to partisan identity and, as a result, we came to rely on his expertise and guidance.”
Before joining the Office of General Counsel, Bill practiced at Williams & Connolly LLP, where he litigated complex criminal and civil cases from inception through trial and appeal. Bill’s cases particularly involved professional services, whether regarding claims of legal malpractice or breach of a financial professional’s duties to his or her clients. For example, Bill served as the team lead in defending an arbitration action filed against a brokerage firm and two individual brokers; in that matter, Bill achieved a full, mid-trial, exoneration for his clients. In a subprime mortgage case, Bill obtained an early dismissal for his underwriter client. And, in another case, Bill took the depositions and served as the primary drafter in successfully establishing that an opposing party, even if successful in establishing its claims, likely would be responsible for his client’s attorney’s fees; the case settled immediately thereafter.
And, before embarking on a career in the law, Bill taught elementary school in Baltimore, Maryland through the Teach for America program.
