Celina Valls is partner in Estudio O´Farrell´s Tax Department. She advises both domestic and international clients on international, national and domestic taxes. She also assists clients in tax litigation. 


Celina Valls is the Executive Director of the of the Master and LL.M. course in the Tax Law Department of the Universidad Torcuato Di Tella. She represents the Universidad Torcuato Di Tella in the Observatorio Iberoamericano de Fiscalidad Internacional. Celina also takes an active part in the writing Committee of the Argentine Tax Journal (Revista de Tributación) published by the Asociación Argentina de Estudios Fiscales.

In addition, Celina practiced as a foreign lawyer at Roca Junyent offices in Barcelona, Spain in the Tax Department from April to June, 2010.

Celina participated on the speakers’ panel in IFA Latin-American Congress (IFA Bolivia 2014). She also attended the Jornadas sobre Fiscalidad Internacionalidad (International Tax Conference) organized by the Universidad Carlos III in Madrid, Spain.

Celina is the co-author of several tax publications. A sampling of Celina´s publications includes: “Impuestos comprendidos (El artículo 2 del Modelo OECD)” and “Artículo 3 del Modelo OECD. Definiciones convencionales y remisión al derecho interno”, both co-authored with Mr. Miguel Tesón (published in the Tratado de Derecho Internacional Tributario, Editorial La Ley. August, 2013); La ocupación del espacio público y privado. Su encuadre en la doctrina, la legislación y la jurisprudencia”, co-authored with Mr. Miguel Tesón (published in the book Tasas Municipales. Lexis Nexis, 2008.

She was given an award for her outstanding grades received at Law School and as Notary Public by the Federación Argentina de Mujeres Universitarias (2004), at the Universidad Nacional de Tucumán.

Celina is member of the International Fiscal Association (IFA), the Asociación Argentina de Estudios Fiscales, the U.S. Department of State network of students and of the Red Fundación Carolina.


Maria Celina is a lawyer graduated from the Universidad Nacional de Tucumán. She was awarded the gold medal as outstanding student of her course. She also holds a Degree as a Notary Public.

She has two Master Degrees a LL.M. in Law and Economics (Tax Major) from the Universidad Torcuato Di Tella and a LL.M. in Law from the Universitat Pompeu Fabra, Spain. She also has a post graduate degree from the Universidad de Buenos Aires on “Regulación y Solución de Diferendos en el Comercio Internacional e Inversiones”.

She received a scholarship to attend a young leaders program organized by the United States Department called “International Visitor Leadership Program” (2006). Later, Celina received from Fundación Carolina (Spain) a scholarship due to her academic merits.
