Career

Leon Glikman has long-term and diverse legal counselling experience in Estonia and abroad and he has earned domestic and national recognition in that regard. In addition to clients, Leon Glikman’s high legal qualifications are valued by judges and fellow attorneys.

Independent international publications such as Legal500Chambers Global and others have characterised him as a top-tier attorney. He is an "eminent practitioner" in Chambers Global rankings and on the "Hall of Fame" of Legal500. Estonian publications have classified him among highly influential lawyers.

Leon’s work experience as an attorney began in 1981 when he completed apprenticeship under the guidance of the legendary Simon Levin. Leon Glikman has participated in creating new and fundamental judicial interpretations of the law and quite a few legal rules have been declared unconstitutional in his clients’ interests in cases taken up by him.

Leon Glikman is also a renowned arbitrator who has been repeatedly appointed as the presiding arbitrator of domestic and foreign arbitrary tribunals and a member of arbitration court panels. As an arbitrator, he has presided over large-scale disputes in the arbitration institutes of Stockholm and Helsinki. Glikman is a conciliator of the International Centre for Settlement of Investment Disputes – the ICSID. The ICSID, a member of the World Bank Group, is a prestigious international arbitration institution established for the purpose of facilitating the settlement of disputes and conciliation between states and foreign private investors.

His favourite areas of work are civil and arbitration disputes and advising clients in the field of the law of obligations, but he also defends clients’ rights in administrative cases and economic crime cases.

Leon considers education important. He has defended the LL.M. degree in the field of private and arbitration law in the Harvard Law School, studied in the law schools of Columbia University and Georgetown University as well as in the ICC Arbitration Court, and gained knowledge in the field of international law in training courses organised by the Israeli Foreign Ministry and in other prestigious institutions.

Leon Glikman considers the protection of the rights of his clients to be the most important thing and does not leave any legitimate steps untaken to that end. He is also interested in the protection of fundamental rights in general. He advocates the broader interpretation of fundamental rights, also the state’s minimal interference in the economy and private life.

Leon Glikman has published hundreds of legal policy and economic articles in Estonian and English and is not a rare guest in television and radio broadcasts. He is also an acclaimed lecturer, especially in the field of procedural law. He has trained many successful attorneys of younger generations.

Clients and colleagues characterise him as a punctual, thorough sworn attorney who does not get lost in details and is able to immediately see the bigger picture and a quick solution to the legal issue at hand. Leon Glikman has a great sense of humour, is easy to talk to and does not seek excessive formalism.
