Position

Craig brings his experience as General Counsel of Florida’s Agency for Health Care Administration to bear on his practice, which focuses on advising health care industry clients on complex regulatory issues in transactions and disputes. Having served as the General Counsel of one of the nation’s largest state Medicaid programs, Craig advises healthcare providers, managed care organizations, and private investment firms on Medicare and Medicaid program issues, including federal and state prohibitions against kickbacks, fee-splitting, and patient selfreferrals. Craig also oversees internal investigations for clients and represents them in litigation and arbitration proceedings.

2001-07, Hogan Lovells; resigned partnership to become General Counsel of Florida's Agency for Health Care Administration, January 2007; rejoined Hogan Lovells, October 2008.

Miami-based Craig Smith and Allen Pegg are advising three Florida Medicaid health plans -  Amerigroup Florida, Sunshine State Health Plan and UnitedHealthcare of Florida - against a putative class action brought by a consortium of nursing homes. Washington DC-based Craig Hoover is leading a team representing eleven Blue Cross Blue Shield (BCBS) companies in closely watched litigation over whether BCBS license agreements violate federal antitrust laws. Los Angeles managing partner Michael Maddigan and his team regularly advise on complex commercial disputes, including helping to secure a California Court of Appeal victory for Anthem.
