Career

Hilary C. Tompkins brings a wealth of experience to her current practice from her extensive public service advising chief executives in government. Her former clients have included a state governor, federal cabinet secretaries, and Indian tribes. She has successfully resolved complex, long-standing disputes, advised decision makers in crisis situations, and has a keen understanding of the interplay between law, policy, economics, and political dynamics. Her legal expertise includes the areas of natural resources, environmental, energy, and Native American law. Hilary’s current practice ranges from environmental, energy, and natural resources matters to litigation, product compliance, and corporate due diligence. Much of her work involves the American West, but she also handles matters for corporations and clients in major U.S. cities and internationally.

Prior to her current role, Hilary held leadership positions in the public sector. She was appointed to serve as chief counsel to former Governor Bill Richardson in the State of New Mexico, where she handled all legal matters involving gubernatorial authority and managed the general counsels of the state agencies. After this position, former President Obama appointed Hilary to serve in the senate-confirmed position of Solicitor of the U.S. Department of the Interior.

In this role, she advised the Secretary of the Interior and bureau heads on a wide range of issues, from the Deepwater Horizon oil spill and the militant occupation of federal facilities to overseeing all litigation, including cases before the U.S. Supreme Court, and the settlement of historic matters such as the Cobell tribal trust class action. Interior clients included the Bureau of Land Management, National Park Service, Fish and Wildlife Service, Bureau of Ocean Energy Management, the Bureau of Indian Affairs, and the Bureau of Reclamation. She was responsible for managing an office of over 300 attorneys in 16 offices nationwide and acquired significant experience in onshore and offshore energy development (conventional and renewable), the administration of federal water projects, conservation and wildlife legal requirements, and public land law. Through this experience, Hilary gained invaluable skills in resolving disputes between multiple stakeholders, evaluating the economic, public relations, and regulatory impacts of decisions, and fulfilling agency mission while advancing strategic goals.

In recognition of her accomplishments, Hilary received an honorary degree from Dartmouth College in June, 2019. She was recently elected to serve on the Dartmouth board of trustees and is chair of the communications committee. Hilary started her career in the prestigious Honors Trial Attorney Program at the U.S. Department of Justice.
