Mark W. Brennan is Hogan Lovells’ global Lead Innovation Partner, responsible for championing innovation in client service, new products, and legal innovation across the firm’s global business. He has a truly unique global regulatory and policy practice that makes him a valuable resource for clients across industry sectors.
Mark is a respected voice on privacy and communications matters and advises clients on artificial intelligence, biometric data/facial recognition, Internet of Things/connected devices, telecommunications networking, cloud computing, calling/texting laws, and other technology and consumer protection matters. He works with global Internet and technology companies and household name clients in the financial, healthcare, pharmaceutical, advertising, and automotive sectors. He is as comfortable assisting clients on FCC and Federal Trade Commission policy and enforcement as he is providing thoughtful, actionable compliance strategies to business teams. Mark receives dozens of requests each year to share his insights on telecoms, privacy, and consumer protection issues at industry conferences and is most well-known for obtaining significant victories for clients on privacy and Telephone Consumer Protection Act (TCPA) issues.
Mark is also a member of our U.S. national diversity committee and a co-chair of our global Pride+ LGBT+ ally network, and he was formerly the head of our U.S. LGBT+ affinity group.

Hogan Lovells US LLP advises market-leading companies in the telecoms and broadcast space on the full range of transactional matters, providing end-to-end representation through both the complementary work of the firm’s strong regulatory practice and the global resources of the wider firm. The team has experience working across the sector, with a particularly strong offering in space, satellite, wireless, and Internet of Things. Alexis Sáinz joined the firm from Milbank in September 2022, co-leading the team on its satellite projects with extensive experience in the industry, advising on the development and financing of satellites and related assets. The Washington DC-based team is also led by Steven Kaufman, who has worked on a number of joint ventures, financings, and M&A, with a track record of leading first of their kind transactions in the space sector. The DC team works closely with co-lead Randy Segal in North Virginia, who focusses on cutting-edge work in satellite, wireless, drone, and technology transactions. The transactional team is bolstered by its close integration with the regulatory team, able to rely on Ari Fitzgerald, Michele Farquhar, and Mark W.
