Career

He founded his first law practice in Ávila in 1983, where he practised until 1991, in which year he was elected mayor of that city, which post he held until 1995.
He was a Senator during the IV and V legislatures (from 1988 to 1996) and Spokesman for the Popular Parliamentary Group during the years 1995 and 1996.
After his term in the Senate, he was elected to the national Parliament for four consecutive legislatures, from 1996 to 2011.
He held the posts of Minister for Public Administrations, Minister for Justice and Minister for the Interior in the Spanish government between 1999 and 2004.
In 2008 he returned to practising law.
In 2011, as a founding partner, he embarked upon the project to create the new firm MA Abogados, made up of a group of practices specialised in legal consultancy for medium and large companies, of national scope and international vocation.
As a specialist lawyer in Mercantile Law he has advised companies from the energy, technology, logistics, industrial and insurance sectors. Further, his political career has furnished him with a broad knowledge of regulatory matters as well as of how the public institutions function.
He is also Patron of the Foundation for Social Analysis and Studies (FAES) and Patron of the Teresa de Ávila University Foundation, and he imparts courses, conferences and seminars on the Law, Politics and social issues.
