Artur Rokhlin is the head of Competition Law practice at Infralex. Apart from that area, he provides top-notch legal expertise in Public-Private Partnership (PPP), Corporate Law, Contract Law, Civil and Arbitration Procedure.




From 2000 to 2013 Arthur worked for a major Russian law firm and became a partner there in 2006. Since 2014, he has been a partner at Infralex where he specializes in legal strategies design for complicated cases in antitrust law. In 2015 Artur was awarded the State medal “For Merit to the Motherland” for the effective practice of application of the Antimonopoly law and active role of the policy-making in the field of competition.

In 2001 Artur was admitted to the bar (Russia) in 2000. In 2007 he participated in creation of the non-commercial partnership “Advancing Competition” (now – Competition Experts Association), carrying out expert activities. From 2011-2013 he participated in the activities of the NP “Advancing Corporate Law,” and formulated proposals for the modernization of the Civil Code of the Russian Federation.


In 1996, Artur graduated from the law department of Lomonosov Moscow State University. In 1998 he finished his studies at the Russian School of Private Law, part of the Research Center of Private Law under the President of the Russian Federation, in the city of Moscow. Artur holds a master’s degree in private law.

The practice is headed by the ‘highly respected and competent practitionerElena Kuznetsova, who joined from the Eurasian Economic Commission in October 2017. Valued for his ‘commercial approach and exceptional creativity in finding solutions’, Artur Rokhlin led the team in successfully representing the Federal Institute of Academic Assessments in anti-monopoly proceedings brought by a publishing house.
