Infralex is best known for its strong connection to state authorities and as a long-time adviser to the Ministry of Transport, which frequently instructs the team on major regional infrastructure and concession projects. Recent highlights include practice head Dmitry Ivanov assisting the Ministry with the private concession initiative for the construction of the $3.1bn Kuragino-Kyzyl railway line to allow coal transportation from the Elegest deposit, the largest coal deposit in the Republic of Tuva. Alexey Popov is advising on the Ministry’s involvement with the development of a $25bn Moscow – Kazan high-speed railway line, part of a major multi-jurisdictional Eurasian high-speed rail network. Maxim Chernigovsky is also advising the state authorities on the $3.7bn development of the Northern Latitudinal Railway network, including bridges across the Ob and Nadym rivers in the Russian Arctic.

Infralex handles non-contentious competition work and disputes before the FAS. The practice is headed by the ‘highly respected and competent practitioner’ Elena Kuznetsova, who joined from the Eurasian Economic Commission in October 2017. Valued for his ‘commercial approach and exceptional creativity in finding solutions’, Artur Rokhlin led the team in successfully representing the Federal Institute of Academic Assessments in anti-monopoly proceedings brought by a publishing house.
Infralex’s strength in handling complex litigation is demonstrated through its recent work for Sukhoi Civil Aircraft in a $40m contractual dispute brought by Aeroflot. The practice represented Sberbank as part of ongoing series of cross-border insolvency proceedings relating to the bankruptcy of a former shareholder of Pavlovskgranit mining company. Yulia Karpova and Arthur Rokhlin are the key figures. Also of note is managing partner Artem Kukin, who is recommended for bankruptcy litigation.

Infralex’s team of 'proactive and supportive professionals' is particularly known for advising telecoms sector clients on currency and customs regulation; for example, Alexey Popov is assisting MobileTeleSystems and its affiliates with various taxation matters including tax structuring, audits and representation before tax authorities as well as cross-border corporate taxation issues. In other highlights, Popov worked alongside department head Ivan Shienok, Anton Kotov, Zalina Abregova and Philip Gezalov in advising the Russia 2018 Organising Committee on the interpretation and implementation of FIFA and domestic tax regulations, as well as assisting various local organisers of the FIFA World Cup Championships with the tax aspects of business operations.
