David Coelho advises public entities and private undertakers in all matters related to Public Procurement such as how to draft the tender specifications or how to successfully submit a bid and participate in the tender.
Career
Graduated in 2003 and started his traineeship at PRA in the same year. David Coelho founded the Public Procurement area in PRA and works as head of practice. In 2013, was resident speaker at the 7th National Congress on Electronic Public Procurement and, in 2014, co-author of The New Directive 2014/24/EU on Public Procurement, OPET Edition. David was appointed partner in 2015.
