Artur Hovhannisyan joined the “Concern-Dialog” team as a Counsel in April 2019. He heads Tax law and administrative law practice of the firm.
From 2016 to 2019 Artur Hovhannisyan held the position of the First Deputy Minister of Justice of the Republic of Armenia (he was responsible for ensuring the drafting and improvement of the legislation of the Republic of Armenia including the normative acts based on the Constitutional reforms of 2015, legal expertise and state registration of legal acts, official translation, publication and re-publication of legal acts, developing policy in the field of notary, advocacy, compulsory enforcement of judicial acts, mediation, bankruptcy.
From 2013 to 2016 he held the position of the First Deputy Chairman of The Chamber of Advocates of the Republic of Armenia. He was responsible for Legal Drafting of the Acts and Decisions of the Chairman and the Council of Advocates, drafting legal opinions on the draft legal acts submitted to the Chamber of Advocates by State Bodies, coordination of the Public Defender’s Office.
From 2011 to 2013 he held the position of the Head of Department for Legal Support of the Ministry of Justice of the Republic of Armenia.
From 2010 to 2011 he held the position of the Head of Department for Euro-integration of the Ministry of Justice of the Republic of Armenia.
From 2007 to 2010 he held the position of the Head of Department for Judicial Reforms of the Ministry of Justice of the Republic of Armenia.
From 2006 to 2007 he held the position of the Head of Division for Criminal Executive Reforms of the Department for Judicial Reforms of the Ministry of Justice of the Republic of Armenia.
From 2003 to 2006 he worked at the Ministry of Justice of the Republic of Armenia as a Senior Specialist of the Division for Legal Reforms of the Department for Judicial Reforms.
From 2002 to 2003 he worked at the Ministry of Justice of the Republic of Armenia as a Senior Advisor of the Department for Structural Reforms.
From 2000 to 2002 he worked at the State Electric Network as a senior Legal Advisor.
From 1999 to 2000 he worked at the “Artagh” LLC as a Legal Advisor.
Coordinated the processing of over a decade of policy documents and more than four hundred legislative acts, including on The Constitutional Law on The Judicial Code, The Constitutional Law on Constitutional Court, The Constitutional Law on Human rights Defender, The Civil Procedure Code, The Code of Administrative offences, The law on Prosecution, The law on Mediation, The Law on Service in the Judicial Department, etc. He acted as a main speaker at the National Assembly during the discussion of some of the mentioned draft legal acts.
Member to the Chamber of Advocates of RA (since 2013)
- In 2009, attended the Advanced Training Certificate Program in Public Policy and Public Administration at the Fletcher School of Law and Diplomacy at Tufts University (Boston. USA).
- From 2001 to 2003 studied at the Faculty of International Relations at the Yerevan State University (obtained master’s degree in international relations).
- From 1997 to 2001 studied at the Faculty of Law at the Yerevan State University (obtained bachelor’s degree in law).
